Overview

The Financial Sector Specialist will contribute to the formulation and articulation of policy and strategies in the finance sector in developing member countries. The role involves identifying, developing, processing, implementing, and administering loans, technical assistance projects, and providing technical support.


Key Responsibilities
  • Support the identification, design, processing and administration of operations and TA projects by undertaking activities, including gathering inputs from regional stakeholders, organizing sector working group meetings, conducting background research, drafting TA papers, monitoring projects, etc.;
  • Monitor closely the financial sector in Central West countries, interact with key stakeholders, including resident missions (RMs), and provide research inputs to structure sector specific investment programs;
  • Process and administer sub-regional and DMC-specific loan, grant, and TAs in the areas of finance sector development, with due attention to country's development policies and projects' impacts on climate change.
  • Collaborate with other sector offices and departments in ADB to propose integrated solutions in response to DMC needs.
  • Identify and introduce innovative and smart solutions and international best practices while formulating and administering loans, grants, and TAs.
  • Proposes appropriate contract modalities and leads discussions on procurement issues including review of bidding documents and bid evaluation reports.
  • Closely coordinate with regional departments (RDs), RMs, Office of Safeguards, and Climate Change and Sustainable Development Department in identifying, developing, implementing, and administering loans, grants, and TAs for the finance sector.
  • Continuously assess finance development policies, strategies, and programs with a view of ensuring comparability to international best practices, smart solutions and technological advance, and responsiveness to development needs of DMCs.
  • Identify the priority areas in the finance sectors, and the modality and nature of the required loans and TA support.
  • Assist the team and RDs with guidance on inquiries related to finance sector.
  • Develop and maintain strategic partnerships with external partners for knowledge and project opportunities.
  • Responds to external inquiries as needed.
  • Collaborate and disseminate knowledge solutions from ADB operations, international good practices and country or region specific cross-learning in the finance sector.
  • Lead relevant in-house studies and seminars, and prepare reports or policy briefs on topics for ADB's finance sector operations based on governments' requests.
  • Ensure the ongoing learning and development of reporting staff.
Required Experience

At least 6 years of relevant work experience in finance sector including banking, capital market and MSME access to finance. International experience working as a project team leader or project economist in several countries or multilateral/international development agencies, with varying cultural values and norms. International experience working in several countries or experience working international development agencies. Experience with multi-sectoral teams is particularly desirable.

Qualifications

A university degree in finance, economics, business administration or relevant fields; preferably at post-graduate level or its equivalent.
