Overview
The Programme Finance and Quality Assurance Analyst will undertake functions to ensure programme financial management, quality assurance, and compliance under the supervision of the Results-Based Management and Programme Quality Assurance Specialist.
Key Responsibilities
- Ensure administration and implementation of programme, operational, and financial management strategies, and adapt processes and procedures as needed;
- Ensure full compliance with UNDP Programme and Operations Policies and Procedures (POPP) in financial activities and financial recording and reporting systems;
- Provide support to CO programme finance business process mapping and development of Standard Operating Procedures (SOPs) in consultation with office management;
- Participate in project audits, follow up on audit recommendations, and support the timely closure of audit gaps;
- Support compliance with UNDP policies and frameworks for financing and non-financing agreements;
- Provide continuous analysis and monitoring of the CO programme financial situation, including forecasts for development projects, transactions, and activities;
- Routinely monitor financial exception reports for unusual activities and/or transactions, investigate anomalies, and escalate issues to senior management when required.
- Ensure effective CO programme finance management and optimal cost recovery mechanisms;
- Implement and monitor Programme Portfolio Pipeline and Project Tree in ERP (e.g., Quantum), ensuring proper planning, utilization, and control of financial resources;
- Provide advice on administrative and programme reporting, particularly on budgetary issues, and prepare analytical financial reports;
- Ensure control of Combined Delivery, regular monitoring of CO delivery rates, and oversight of Accounts Receivables for UNDP projects;
- Prepare and monitor development project budgets and support effective resource planning;
- Oversee ERP matching processes, implement effective internal controls, and ensure proper functioning of a client-oriented financial resource management system;
- Verify the accuracy of Combined Delivery Reports and follow up on their endorsement by national counterparts;
- Monitor dashboards and financial exceptions, identifying risks and recommending remedial actions;
- Monitor cost-recovery bill preparation in ERP, implement revenue tracking systems, and follow up to ensure timely cost recovery.
- Review and ensure the accuracy, completeness, and consistency of programme and project financial reports;
- Conduct quality assurance checks on budgets, expenditures, forecasts, and financial data;
- Ensure compliance of financial reports with UNDP POPP, IPSAS standards, and donor requirements;
- Analyse financial data to identify discrepancies, risks, trends, and areas for improvement;
- Support timely preparation and submission of high-quality donor and internal financial reports;
- Provide technical guidance to programme teams on financial reporting standards and tools;
- Strengthen financial reporting SOPs, templates, and quality assurance processes.
- Ensure facilitation of knowledge building and knowledge sharing, and provide guidance to stakeholders on financial matters;
- Provide guidance to executing agencies on the routine implementation of projects and tracking the use of financial resources;
- Organize and conduct training for Operations, Project, and Programme staff on financial management and Results-Based Management (RBM);
- Provide regular training and technical guidance on audit and compliance matters, including implementation of the Internal Control Framework (ICF);
- Synthesize lessons learned and best practices in programme and project finance;
- Contribute actively to knowledge networks and communities of practice.
Required Experience
A minimum of 2 years (with a master’s degree) or 4 years (with a bachelor’s degree) of relevant professional experience in finance, accounting, or programme financial management.
Qualifications
A professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (Masters) University Degree in Finance and/or Accounting is required. A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience, will be given due consideration in lieu of the advanced university degree.
