Overview

Supports Limited-English-Proficient CalWORKs, RCA, CalFresh Employment & Training clients in Alameda County programs. Responsible for client enrollment, case management, and employment support.


Key Responsibilities
  • Conduct introductory calls, orientations, appraisals, and assessments for clients.
  • Determine and enroll clients into appropriate activity tracks.
  • Maintain case notes in IRC and Alameda County databases.
  • Conduct monthly follow-ups with clients to verify participation and address barriers.
  • Communicate with Alameda County Employment Counselors regarding client progress.
  • Submit monthly attendance reports, CASAS scores, and activity verifications.
  • Provide clients with referrals to internal and external resources.
  • Provide one-on-one job coaching, including resume development and interview skills.
  • Coordinate and lead job readiness workshops.
  • Identify job opportunities and guide clients through the hiring process.
  • Support retention services by following up with employers and clients.
  • Maintain relationships with local employers and community partners.
  • Refer clients to VESL programs at adult schools and community colleges.
  • Coordinate VESL activities and services with partners.
  • Coordinate CASAS testing appointments and ensure scores are submitted.
  • Follow up on monthly attendance from adult schools/community colleges.
  • Travel to IRC offices and conduct client intakes, assessments, and meetings.
  • Conduct occasional home visits or field-based appointments.
  • Ensure accurate and timely completion of county and IRC reporting requirements.
  • Maintain organized digital and physical files.
  • Monitor clients with county-mandated participation requirements.
  • Coordinate with IRC's Economic Empowerment team and referral partners.
  • Participate in staff meetings, trainings, and county coordination meetings.
  • Assist in onboarding and supervising interns and volunteers.
  • Support special projects and cross-department collaboration.
Required Experience
  • Minimum two years of direct services experience preferred.
  • Experience completing intakes, orientations, assessments, or case management in a social service, workforce, or educational setting.
  • Strong understanding of job search processes, workplace norms, and employer expectations.
  • Experience working with immigrant, refugee, or LEP populations.
  • High digital literacy (Outlook, Microsoft Office Suite, Teams, Box/Dropbox, and web-based databases).
Qualifications

Undergraduate degree in a relevant field or equivalent experience.

Fluency in English required.
Languages Preferred
Bilingual abilities in Dari/Farsi, Pashto, Spanish, Arabic, Tigrinya, Russian, or Ukrainian highly preferred.
Contract Duration
This position has an end date of September, 30, 2029.
Work Modality
Hybrid environment including office, remote work, and field-based client meetings. Weekly travel to satellite offices across Alameda County.
Remuneration
($26.00 - $27.00). Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements
