Overview
The MEAL Manager will strengthen MEAL efforts, approaches, and systems to foster learning and accountability for clients, supporting global and measurement ambitions. The role oversees data management, including collection tools, database systems, and data visualization, and supports client responsiveness systems.
Key Responsibilities
- Manage all technical aspects of MEAL data and information management across Thailand programs.
- Improve M&E/MEAL systems and approaches and foster learning.
- Serve as focal point for information management systems, ensuring reliable and accurate data collection, functioning systems to store, maintain, and protect data, and mechanisms to disseminate information products.
- Lead the MEAL system and processes in harmony with the MEAL Country and Global Strategy throughout the project cycle.
- Develop logical framework, MEAL plans, digital data collection tools, processes for online data management.
- Set up and maintain beneficiary tracking systems and databases; orient project staff on tools and protocols.
- Establish and ensure timely data flow, quality checks, and audits, and updating of data visualization.
- Conduct data quality audits to identify and resolve issues affecting data quality.
- Supervise MEAL field activities.
- Undertake regular analysis of monitoring data and work closely with program coordinators and managers to facilitate decision-making for real-time program adaptation.
- Ensure effective storage of assessments, surveys, evaluations, and organizational knowledge in shared folders; promote learning across the organization.
- Support in the design, method, and conduct of surveys such as baseline and end line, and the commission of evaluations in coordination with colleagues and partners.
- Develop and strengthen client feedback mechanisms; maintain the feedback registry; analyze complaints and feedback trends; and present findings in project cycle meetings to inform program adaptations.
- Produce quality reports and information products, dashboards, and data visualizations to support learning, decision-making, and donor reporting requirements.
- Coordinate, lead, mentor, and support the Data Officer and other MEAL staff as assigned.
- Participate in the recruitment and onboarding of country MEAL officers, assistants, and (if relevant) external consultants.
- Promote the growth and development of others in IRC teams and partners in MEAL; support capacity-building initiatives for team members and partner organizations to strengthen knowledge and skills in MEAL and data management.
Required Experience
A Minimum of 5 years of working experience in Monitoring, Evaluation, Accountability and Learning and information management systems functions, preferably in humanitarian or development contexts.
Qualifications
A University degree in a relevant field (such as statistics, data management, computer science, social science, public health, development economics, or related) a technical degree together with additional relevant work experience may substitute for education.
