Procurement Lead - Liberia

Overview

Plan International Liberia is seeking an experienced Procurement Lead to provide strategic leadership and oversight of the Country Office procurement function, ensuring efficient, compliant, and cost-effective procurement of goods, works, and services.

Key Responsibilities

• Lead and oversee end-to-end procurement processes, including sourcing, tendering, bid evaluation, contracting, supplier management, and contract administration.
• Ensure procurement activities are delivered on time, within budget, and in compliance with organizational and donor regulations.
• Develop and implement procurement strategies, sourcing plans, long-term agreements (LTAs), and performance improvement initiatives.
• Strengthen procurement systems, policies, procedures, and internal controls to ensure audit readiness.
• Provide leadership, supervision, and technical guidance to the Country Office procurement team.
• Manage staff performance, workload allocation, coaching, and professional development.
• Promote a culture of accountability, continuous improvement, and high performance.
• Work closely with program, finance, logistics, and project teams to align procurement plans with operational needs.
• Build and maintain strong relationships with suppliers, donors, government counterparts, and other stakeholders.
• Represent Plan International Liberia in relevant procurement and supply chain forums.
• Ensure adherence to Plan International procurement policies, donor regulations, and industry best practices.
• Monitor supplier performance and procurement compliance, addressing risks and implementing corrective actions where required.
• Support audits, reviews, and reporting requirements across all projects and grants.

Required Experience

• Extensive years of progressive procurement and supply chain management experience, including at least 5 years in a leadership role.
• Proven experience managing the full procurement cycle within NGO, humanitarian, development, or donor-funded environments.
• Strong experience leading procurement teams and driving organizational procurement improvements.
• Knowledge of procurement compliance, contract management, supplier relationship management, and internal control systems.

Qualifications

Postgraduate degree or professional qualification in Supply Chain Management, Procurement, Logistics, Business Administration, or a related field.
