Overview
The Deputy Director of Finance provides leadership and management for the country program's financial infrastructure and systems, contributing to strategic and operational plans through financial analysis. The role is responsible for the overall policy and management of finance and accounting functions, ensuring compliance with legislation and donor requirements.
Key Responsibilities
- Provides financial information and strategic analysis to support business decisions and monitor financial health.
- Ensures national financial practices comply with IRC and donor policies and procedures.
- Manages finance department activities to meet deadlines and requirements.
- Oversees preparation and approval of financial reports to donors.
- Ensures regular internal controls over operations and oversees audits.
- Stays informed of and ensures compliance with Malian government legal and fiscal requirements.
- Monitors financial activities and advises the Country Director of potential negative impacts.
- Leads the rollout of global finance policies and establishes in-country procedures.
- Provides regular expenditure reports and analysis to management and program staff.
- Initiates corrective actions for internal control weaknesses.
- Enforces internal control policies to protect program assets.
- Serves as the principal liaison with Regional Finance on finance, accounting, grant budget, and cash management.
- Establishes and maintains clear roles and responsibilities within the finance department.
- Recruits, retains, and develops qualified finance staff, conducting performance reviews and implementing professional development plans.
- Oversees finance training and technical support for non-finance staff.
- Manages all country program banking relationships and bank account activities.
- Reviews and approves monthly bank and cash reconciliations.
- Maintains accurate forecasts of cash requirements.
- Develops and implements a plan to minimize foreign exchange risk.
- Ensures follow-up and collection of receivables.
- Establishes country policies on cash holding limits, cash movements, and foreign currency holdings.
- Establishes country policies on advance payments, credit terms, and bank payment instruments.
- Supervises the preparation of cash transfer requests to headquarters.
- Oversees the preparation and revision of grant proposal budgets.
- Oversees the preparation and dissemination of budget follow-ups and monthly expenditure forecasts.
- Presents actual expenditures against budget to program and grant managers.
- Presents the country program's monthly financial situation and key performance indicators to the SMT.
- Ensures proper recovery of shared program costs and flags funding gaps.
- Travels up to 10% of the time.
Required Experience
At least five (5) years of experience in financial management or auditing, preferably in the humanitarian or international development sector. Proven experience working in developing or transition country contexts.
Qualifications
Master’s degree in accounting, Business Administration, Finance, or a related field. A recognized professional certification (e.g., CPA or equivalent) is an asset.
