Overview
The National Programme Analyst – Thailand (Consultant) is responsible for the national programme coordination and implementation, including monitoring and partnership building for the WE RISE Together project.
Key Responsibilities
- Contribute technically to the development of programme strategies.
- Provide substantive inputs to the design and formulation of programme/project proposals and initiatives.
- Analyze country context and identify key opportunities and partners.
- Establish and oversee partnership to engage the private and public sector actors.
- Contribute to finalization of country strategy documents, proposals, briefs, policy dialogue and other documents.
- Develop further and implement biennial/annual workplan.
- Ensure the translation of UN Women’s and MAP project’s priorities into successful national/local interventions.
- Connect the country level activities with regional level initiatives and cross-country learning.
- Provide substantive technical support to the implementation and management of the programme in Thailand.
- Review results and report on the established Performance Monitoring Framework (PMF) at the country level.
- Ensure the implementation of the country-level programme based on Results-based Management (RBM) principles.
- Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports.
- Lead the coordination of the call/request for proposals.
- Coordinate country-level needs assessment and development of training materials and workshops.
- Identify country-level capacity building needs and support partners.
- Facilitate the delivery of training and capacity-building sessions to partners.
- Coordinate on logistic plans, event organization, and other related administrative work.
- Provide technical assistance and capacity development to project/programme partners.
- Maintain relationships with national partners.
- Identify opportunities for capacity building of partners and facilitate technical/ programming support and training.
- Monitor and report progress of implementation, including progress as well as achievement and finances.
- Conduct monitoring visit/mission and/or meeting to assess programme results, outputs and outcomes.
- Provide substantive inputs to the preparation of donor and UN Women reports.
- Provide substantive inputs and reporting progress for Thailand’s country programme workplan.
- Review, coordinate and monitor the submission of implementing partner financial and narrative reports.
- Record and maintain key documents on relevant programme activities, issues, risks and risk mitigation plans.
- Coordinate to align with UN Women Thailand country programme results-based framework.
- Monitor budget implementation and make budget re-alignments/ revisions at country-level.
- Provide substantive inputs to financial reports and to monitor spending plan.
- Develop and manage partnerships with relevant UN and multilateral agencies, government and civil society partners, key private sector players, and experts.
- Support the engagement of WOBs, GREs, private sector companies, industry associations and relevant public agencies.
- Develop strategy, build partnerships and networks to support WoBs and GREs at the country level.
- Work with partners to build strategic partnerships with private companies and policy makers.
- Identify key partners to co-finance and co-organize workshops, trainings and/or activities.
- Identify resource mobilization opportunities particularly through private sector engagement.
- Provide substantive technical support to the National Country Programme Coordinator on inter-agency coordination related activities.
- Contribute to, and if deemed necessary, participate in result groups for monitoring and reporting on United Nations Sustainable Development Cooperation Framework (UNSDCF).
- Provide inputs to technical knowledge products, background documents, briefs and presentations.
- Coordinate national advocacy campaigns, events, trainings, workshops and knowledge products.
- Develop a stakeholder engagement strategy to advance WEE.
- Collect knowledge on current and emerging trends.
- Contribute to accomplish an updated database of relevant WOBs, GREs and industry association and networks.
- Contribute to the advocacy and communication strategy for the WE RISE Together.
- Perform other duties within their functional profile as deemed necessary.
Required Experience
- At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and/or database packages, experience in handling of web-based management systems is required.
- Experience in promoting gender equality and/or social development is desirable.
- Experience in women’s economic empowerment is desirable.
- Experience coordinating and liaising with government agencies and/or donors is desirable.
- Previous experience in the development sector including the UN system is a plus.
- Experience in applying the Results-based Management (RBM) principles and approaches in programme planning, monitoring/reporting and implementation is desirable.
- Knowledge of working with the private sector and/or corporate social responsibility is a plus.
- Knowledge on Women’s Empowerment Principles (WEPs) or Gender-equality in private sector is an advantage.
- Experience in private sector engagement for resource mobilisation is a plus.
Qualifications
- Master’s degree or equivalent in public administration, law, economics, human rights, gender, development, social sciences or other related areas is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification would be an added advantage.
