Programme Analyst (Open to internal and external applicants)

Overview

The Programme Analyst will manage UNDP programmes within assigned thematic/sectoral areas, focusing on environmental and climate change initiatives in Bolivia. The role involves technical coordination, planning, implementation, and monitoring of projects, contributing to sustainable development goals.

Key Responsibilities

• Substantively contribute to the formulation and implementation of UNDP programme strategies and policies.
• Ensure effective management of the CO programme within assigned thematic/sector areas, focusing on quality assurance and risk management.
• Oversee planning, budgeting, implementation, and monitoring of assigned programme areas.
• Prepare and aggregate reports on activities, outputs, and outcomes.
• Develop partnerships with UN Agencies, international financial institutions, government institutions, donors, private sector, and civil society.
• Identify strategic programme areas of cooperation and opportunities for new projects.
• Provide top-quality advisory services and facilitate knowledge building and management.
• Organize training for operations/projects staff on programme-related matters.
• Supervise program and project staff.

Required Experience

• Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) in environmental or climate project management/programming (planning, implementation, monitoring, reporting).
• Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP.
• Additional desirable criteria: Experience in biodiversity/conservation, restoration, natural resource management, climate (mitigation/adaptation), community resilience, or Nature-based Solutions (NbS).
• Experience with indicator monitoring, logical frameworks/Theories of Change, and donor reporting.
• Experience working with the public sector, subnational governments, communities/NGOs, academia, or development cooperation.
• Experience in project proposal development, budget/schedule management, and support in drafting Terms of Reference (ToRs) and procurement processes.
• Experience with environmental and social safeguards, gender, knowledge management, and technical communication.
• Experience at the national and/or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development portfolios and projects in a related thematic area.
• Experience managing teams.

Qualifications

• Advanced university degree (master's degree or equivalent) in Environmental Sciences, Environmental Engineering, Biology, Ecology, Natural Resource Management, Geography, Sustainable Development, Forestry Engineering, Agronomy, or related fields or A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience.
• Master’s degree in Climate Change, Environmental Management, Environmental Policy, Conservation, Risk Management/Resilience is desirable.
• Courses/certifications in MRV/Greenhouse Gas Inventories, Ecosystem-based Adaptation (EbA), Landscape Restoration, Watershed Management, Safeguards/ESG, Environmental Economics are desirable but not required.
