PARTNERSHIPS OFFICER, NOC
Overview
The Partnerships Officer provides advice and support to the Resident Coordinator and the UNCT for strategic partnerships for SDG achievement.
Key Responsibilities
- Develops the UN Partnership Strategy.
- Supports a UNCT working group for strategy implementation, monitoring and assessment.
- Conducts liaison and coordination with UN entities.
- Serves as a key entry point for external stakeholders.
- Builds strong interface with Government, Development partners, private sector, civil society and other non-traditional partners.
- Provides substantive support in identifying risks and opportunities related to specific partnerships.
- Provides inputs on due diligence processes.
- Provides substantive support to develop and implement locally tailored partnerships.
- Assists in strengthening local UN engagement with the private sector.
- Provides substantive support to develop and implement locally tailored resource mobilization strategies.
- Monitors and analyzes existing resource mobilization partnerships.
- Supports the UNCT with analysis of funding streams.
- Supports the UNCT in preparation of the Funding Framework.
- Provides support to the design joint programmes.
- Advises on offers from specialized UN entities.
- Advises on corporate policies relating to effective management of resources.
- Assists in the management of the country-based SDG Fund.
- Provides advice on partnership opportunities to drive financing for development options.
- Prepares briefing papers and discussion points on partnership issues.
- Contributes to advocacy, communications and dialogues with partners.
- Ensures effective engagement of relevant counterparts to develop engagement and partnerships around SDG financing.
- Undertakes the design and execution of innovative proposals.
- Promotes collaboration, peer support, innovation, good practices, lessons learned, needs, and opportunities.
- Researches, analyzes and presents best practices and lessons learned.
- Supports the UNCT with a knowledge repository of potential donors.
- Monitors and analyzes best practices and successful models of SDG partnerships and resource mobilization.
- Provides advice on global/corporate guidelines, tools and other materials.
- Keeps abreast of emerging innovative approaches.
- Reflects on processes and generates knowledge.
- Works closely with the Data Analyst and Communications officers.
- Collects, documents and analyzes data.
- Ensures that requirements, background information used for data analysis are documented.
- Perform other related tasks as assigned.
Required Experience
A minimum of five (5) years of progressively responsible experience and track record in strategic support to partnerships, project/programme management, resource mobilization in the context of development cooperation or related area is required. Experience of developing, designing and implementing strategic partnerships across government, private sector and civil society organizations is required. Experience of developing, designing and managing the implementation of resource mobilization strategies is required. Experience in preparing project /programme proposals is required. Experience in leveraging data, digital, innovation, strategic foresight, behavioral science capabilities for results is desired. Experience of partnerships and resources mobilization strategies with the European Union is desired. Experience in promoting knowledge management in the context of development cooperation is desirable. Experience in UN interagency coordination and working with IFIs is desirable. Experience in supporting financing of SDGs is desirable. Work experience of two (2) years or more in data analytics or a related area is desirable.
Qualifications
Advanced university degree (Master's degree or equivalent degree) in business or public administration, sustainable development, social sciences, education or related area, is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
