Project Officer (Humanitarian Hub) (P)

Overview

The Project Officer (Humanitarian Hub) is responsible for the day-to-day coordination, management, and oversight of the Malakal Humanitarian Hub operations, ensuring effective delivery of accommodation, facility management, and operational support services to humanitarian partners and residents.

Key Responsibilities

• Coordinate, implement, and monitor the awarding and management of Memoranda of Understanding (MoUs) for long-term residents.
• Manage the Humanitarian Hub front desk operations, including oversight of booking systems, accommodation allocation, and guest support.
• Assess the operational, accommodation, office space, and service needs of partner agencies and Hub residents.
• Organize Hub coordination meetings, operational meetings, and partner consultations.
• Support the effective management of Hub financial and operational resources.
• Supervise and provide guidance to Hub personnel and monitor the performance of contractors and service providers.
• Oversee the day-to-day functioning and technical condition of Hub facilities and infrastructure.
• Coordinate preventive and corrective maintenance activities for Hub infrastructure, equipment, and utilities.
• Coordinate and monitor the operation of the Hub solar power system.
• Monitor power system performance, including solar generation and generator usage.
• Liaise closely with the IOM Office of Staff Security and relevant security actors.
• Prepare and submit regular reports, including occupancy reports, cost recovery updates, and Hub situation reports.

Required Experience

• Two years of relevant professional experience with a Master's degree, or four years of relevant professional experience with a University degree.
• Experience in humanitarian operations, facility management, infrastructure management, or logistics coordination.
• Demonstrated experience in managing service providers, contractors, and operational teams.
• Experience in project implementation in post-conflict or transitional situations.
• Experience in supporting or managing humanitarian hub operations in emergency or complex operational environments.
• Experience in financial tracking, procurement planning, and resource management is an advantage.
• Familiarity with solar power systems, generators, and infrastructure maintenance is an advantage.
• Previous related experience in South Sudan field operations is an advantage.

Qualifications

Master's degree in Engineering, Project Management, Logistics, Facility Management, or a related field from an accredited academic institution; or, University degree in the above fields.
