Project Associate – Construction Monitoring

Overview

Provide technical support for the implementation of housing reconstruction and small infrastructure interventions by monitoring construction activities, conducting technical assessments, and verifying compliance with project requirements.

Key Responsibilities

• Assist in monitoring programme implementation and suggesting remedial actions.
• Provide technical support in monitoring and verification of housing construction and rehabilitation works.
• Conduct technical assessments and prepare/revise Bills of Quantities (BoQs).
• Review and track construction permits, approvals, and authorizations.
• Monitor housing construction, rehabilitation, and renovation activities through site inspections.
• Monitor the performance of contracted technical service providers and construction teams.
• Identify and report implementation issues or technical concerns.
• Assist in reporting, including preparation of accruals/progress reports and periodic narrative reports.
• Assist in conducting IOM pre-tender meetings and pre-tender visits.
• Monitor financial and physical progress of construction works.
• Verify completion of construction works in accordance with approved BoQs and specifications.
• Maintain complete technical project files in electronic and hard-copy formats.

Required Experience

• Three years of relevant professional experience with a Bachelor's degree in Civil Engineering, Architecture, or a related field; or five years of relevant professional experience with a High School diploma.
• Experience in construction, engineering, and contract management.
• Experience with construction project implementation, procurement procedures, and donor-funded programmes is an advantage.
• Experience applying engineering standards, construction methodologies, quality assurance procedures, and cost estimation techniques.
• Experience with international organizations, international non-governmental organizations (INGOs), and NGOs, particularly with public sector institutions and authorities involved in housing, infrastructure, construction, urban planning, or related fields is considered a strong advantage.
• Experience working in multi-stakeholder environments and coordinating with governmental counterparts, donors, and technical service providers will be highly valued.

Qualifications

Bachelor’s degree in Civil Engineering, Architecture, or a related field from an accredited academic institution; or High School diploma.
