SIMPLIFIED REQUEST FOR PROPOSAL SRFP/HCR/SUP/PL/26/29 Intercultural Communication and Legal Changes in Ukrainian Refugees’ Status Section 1: Letter of Invitation United Nations High Commissioner for Refugees, hereinafter referred to as "UNHCR" hereby invites prospective bidders to submit a proposal in accordance with the General Conditions of Contracts and the Schedule of Requirements as set out in this Simplified Request for Proposal (SRFP). To enable you to submit a bid, please read the SRFP document including the following annexes carefully. SRFP documents: Annex A: Terms of References (TORs) Annex B: Financial Offer Form Annex C: UNHCR Vendor Registration Form for Commercial Suppliers Annex D: UNHCR General Conditions of Contract for the provision of Goods and Services - 2018 Annex E: UN Supplier Code of Conduct Annex F: UNHCR’s General Policy on Personal Data Protection and Privacy Annex G: UNHCR Cloud ERP Supplier Portal Guidelines (MANUAL) UNHCR may issue additional information regarding the SRFP on an ad hoc basis. Bidders shall be obliged to accept any amendments to the SRFP documents. All amendments shall be deemed to be part of the SRFP. A Bidder must ensure that its Proposal is prepared considering all amendments issued to the SRFP. SRFP Issue Date: 16.09.2026 Pre-bid attendance confirmation deadline: 21.09.2026 Participation in the pre-bid conference, which will take place on 22 September 2026 via Microsoft Teams at 10 AM CEST TIME, (shall be at the bidders’ own expense). There will be no reimbursement from UNHCR. An invitation will be sent to all potential suppliers who express their interest by contacting Mateusz Panfilowicz at panfilow@unhcr.org no later than close of business (COB) on 21 September 2026. Participation in the pre-bid conference is not mandatory, but it is strongly recommended given the complexity of the requirements. Please indicate whether you intend to submit a proposal by creating a draft response without submitting directly in the system. This will enable the system to send notification in case of amendments of the tender requirements. Offers must be submitted through UNHCR's Cloud ERP Portal.
