Overview
The Resources Management Officer will be responsible for supervising and managing the budgetary, financial, and administrative functions of IOM Norway, providing support to Heads of Units and Project Coordinators.
Key Responsibilities
- Supervise the functioning of the Resource Management Unit, plan and implement structural reforms, build capacity, and ensure effective operation.
- Monitor and oversee financial management and administrative compliance for all activities under existing projects.
- Facilitate treasury management, including forecasting cash flows.
- Prepare regular financial reviews and monitoring of projects, overseeing budget control and analysing variances.
- Monitor budget control processes and financial status of projects, informing and updating relevant personnel.
- Prepare and/or review project budgets, budget revisions, and financial reports.
- Participate in reviewing existing projects’ specific procedures and recommend improvements.
- Supervise IOM Norway Human Resources, Procurement, Financial and Administrative functions.
- Oversee Supply Chain services, including contracts with suppliers and management of premises and support services.
- Provide financial and administrative input to programme development, performance monitoring, and donor compliance.
Required Experience
- Master’s degree with two years of relevant professional experience; or University degree with four years of relevant professional experience.
- Experience in all areas of financial administration including financial management, accounting and budgeting;
- Experience in human resources, procurement and logistics;
- Experience using an Enterprise Resource Planning system.
Qualifications
- Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited academic institution; or University degree in the above fields.
- Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
