Key Responsibilities

Dear Bidder, The International Labour Organization (ILO) is seeking a qualified National consultant to review the Samoa National Employment Policy (SNEP) FY2021/2022-FY2025/2026 and develop the next SNEP. The consultant will be responsible for delivering the following key activities: 1) Review the SNEP FY2021/2022 – FY2025/2026 and its effective implementation, budgeting and expenditure, and impacts. 2) Conduct an employment diagnostic and prepare a diagnostic report with the following components: d. Identify the key employment trends and challenges, based on the latest available statistical information and analysis e. Assess the strategic alignment and complementarities between the Samoa National Workforce Plan 2040 and the SNEP, as well as other relevant development strategies, and include recommendations for enhanced policy coherence. f. Provide recommendations for the new SNEP-3, including priority areas, policy directions, response measures, and implementation arrangements. 3)Develop the next SNEP-3, including a monitoring and evaluation framework and implementation plan, based on tripartite and stakeholder consultations. 4)Capacity building for SNEP implementation, under the overall guidance of the Samoa National Tripartite Forum and supervision of CEO of MCIL, and in collaboration of MCIL. This consultancy will be carried out over 30 working days in 2 months, tentatively from 26 October 2026 to 24 December 2026, based in Apia, Samoa.
