Programme Analyst Disaster Risk Reduction [Open to Tier 0, 1 & 2 applicants]
Overview
The Programme Analyst - Disaster Risk Reduction supports the implementation of agreed DRR activities in North Macedonia, focusing on urban resilience, local DRR strategies, DRR financing, and risk-informed investments.
Key Responsibilities
- Coordinate substantive implementation of DRR project activities.
- Analyze DRR policy, institutional, and local development context.
- Support implementation in alignment with the CPD 2026–2030 and UNSDCF.
- Ensure implementation in accordance with UNDP policies and quality standards.
- Provide substantive inputs and analysis related to urban resilience, local DRR strategies, DRR financing, and risk-informed investments.
- Ensure effective project management, quality assurance, monitoring, and risk management.
- Coordinate planning and implementation of assigned project activities.
- Oversee planning, budgeting, implementation, and monitoring of assigned DRR activities.
- Apply results-based management tools and track achievement of project outputs.
- Ensure effective monitoring, documentation of results, and learning.
- Identify implementation risks, emerging issues, and opportunities.
- Follow up on audit recommendations.
- Prepare and aggregate reports on activities, outputs, and outcomes.
- Support project revisions, work planning, and other management processes.
- Maintain effective working relations with UNDRR, national institutions, municipalities, civil society, academia, the private sector, IFIs, and other stakeholders.
- Facilitate coordination between national and local authorities and among stakeholders.
- Identify opportunities for complementarity, sustainability, and follow-up partnerships.
- Support coordination of technical inputs, stakeholder consultations, trainings, workshops, and peer-learning activities.
- Provide substantive DRR advisory support and facilitate knowledge building and capacity development.
- Identify and synthesize good practices, lessons learned, and policy issues.
- Support knowledge exchange and peer learning.
- Provide substantive support to national and local institutions in applying DRR tools and methodologies.
- Provide substantive inputs to recommendations and findings aimed at strengthening sustainability.
- Contribute project knowledge, evidence, and results to relevant UNDP and UNDRR knowledge networks.
- Coordinate and support trainings and workshops for national and local stakeholders.
Required Experience
Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national and/or international level in project/programme management, advisory services, implementation, design, monitoring and evaluation in disaster risk reduction, resilience, climate adaptation, local development, public finance or a closely related thematic area is required. Experience working with national and/or local institutions on disaster risk reduction, resilience, risk-informed planning or related areas is required. Experience with urban resilience tools, DRR financing, budget tagging, risk-informed investments, or the Sendai Framework is desirable. Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and/or web-based management systems is required.
Qualifications
Advanced university degree (master's degree or equivalent) in Disaster Risk Management, Environmental Sciences, Climate Change in Business Administration, Public Administration, Economics, Engineering, Architecture, Urban planning, or related field is required, OR A first-level university degree (bachelor’s degree) in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
