Overview

The role aims to mitigate risks to Oxfam's programs, personnel, and assets by providing specialized, coordinated, and targeted support for security and access management.


Key Responsibilities
  • Assist the Ebola Response Coordinator in managing and maintaining access to intervention areas while ensuring team safety and regional information availability.
  • Ensure the Bunia office complies with all Oxfam essential security standards.
  • Participate in and support the incident management team during security-related incidents or crises.
  • Implement and maintain the local security plan in line with acceptance models and Oxfam standards.
  • Ensure all minimum operational security and safety standards are met.
  • Maintain and update the incident reporting and mapping system.
  • Ensure appropriate systems are in place for effective dissemination of security information and updates to staff.
  • Coordinate and manage the appropriate use of telecommunications systems.
  • Manage and maintain security and safety equipment for various projects in Bunia.
  • Monitor and update/renew hibernation kits, fire extinguishers, first aid kits, and other security and safety kits at the office and Guest House.
  • Support the Security Advisor in incident analysis and coordinate security analysis.
  • Provide regular security updates to the Response Coordinator and Security Advisor, including situation analysis, actions taken, and recommended measures.
  • Submit weekly and monthly security reports to the Security Advisor.
  • Formulate informed recommendations within the context of security assessments and reviews.
  • Support the Security Advisor in assessing the application of security policies and facility vulnerability levels.
  • Provide advice on staff travel security.
  • Monitor vehicle fleet management policies, adequate security and communication equipment in vehicles, and driver training on established procedures and required skills.
  • Support security risk assessments during field missions in intervention areas.
  • Provide access, safety, and security support and advice to Project Managers and partners.
  • Support teams in promoting Oxfam's acceptance and approach in intervention areas.
  • Contribute to the development and implementation of mechanisms for access to intervention areas.
  • Ensure regular updates on accessibility to intervention areas are made and submitted to management.
  • Provide technical input and advice based on assessments during discussions on new projects, responses, and Oxfam intervention areas.
  • Coordinate the collection and flow of security information with other relevant actors.
  • Inform management of any event affecting or likely to affect staff security and safety or cause damage to Oxfam property.
  • Coordinate information collection (including using the security tree or other relevant information sharing methods) in case of a security incident.
  • Follow up on security incidents involving Oxfam staff, implementing partners, and other humanitarian agencies.
  • Coordinate post-incident follow-up actions, conduct analyses and recommendations, and propose updates on relevant SOPs/development.
  • Classify security information based on its reliability and accuracy.
  • Ensure regular security and access meetings are held with relevant staff.
  • Assist in facilitating staff security management-related training.
Required Experience
  • 3 years of successful experience in security issues, planning, and implementation of procedures within the framework of NGO humanitarian operations.
  • Proven negotiation and influencing skills with internal and external audiences, including in difficult circumstances and under pressure.
