Programme Policy Officer (Field Coordination), NOB

Overview

To coordinate and oversee the field implementation of CSP Activities 1 to 5 in the Blantyre Sub-Office area of coverage, ensuring integrated, timely, high-quality and compliant delivery.

Key Responsibilities

• Coordinate the day-to-day implementation of all CSP activities (Activities 1–5) ensuring interventions are layered and sequenced.
• Translate country office annual plans into district implementation plans and track progress.
• Apply the three-pronged approach to guide geographic targeting and programme design.
• Serve as the field focal point for country office activity managers, consolidating field feedback.
• Supervise, coach and manage the performance of all field programme staff.
• Oversee lean season and emergency responses, targeting and registration, cash-based and in-kind distributions, and anticipatory action.
• Support the delivery of food assistance and cash initiatives for refugees, asylum seekers and host communities.
• Coordinate the field delivery of malnutrition treatment and prevention activities.
• Oversee Home-Grown School Feeding implementation.
• Oversee the implementation of Food Assistance for Assets, Integrated Risk Management Programme, Smallholder Agriculture Market Support, climate services and graduation of participating households.
• Contribute to cooperating partner selection, field level agreements and budgets; monitor partner performance.
• Ensure compliance with WFP standards and procedures.
• Act as WFP's primary programme interlocutor with district councils and sector offices.
• Participate in district coordination structures and coordinate with UN agencies and NGOs.
• Strengthen the capacity of district and community structures.
• Ensure adequate field monitoring coverage and follow up on monitoring findings.
• Consolidate timely, accurate sub-office reports and document success stories and lessons learned.
• Contribute to food security, market and emergency assessments.
• Coordinate donor and government field visits.
• Ensure the community feedback mechanism functions effectively.
• Mainstream gender, disability inclusion, protection, AAP, PSEA and conflict sensitivity.
• Work with Supply Chain, Finance, Administration and Security on operational arrangements.
• Maintain the field programme risk register and ensure readiness to scale up and deploy rapidly during emergencies.
• Perform other related duties as required.

Required Experience

• At least three (3) years of post-graduate, progressively responsible professional experience in field-based humanitarian or development programme implementation, including coordination with district authorities and implementing partners.
• Has taken leadership of implementing multi-sectoral field programmes (e.g., food assistance, resilience, school feeding and/or nutrition) at district or field level.
• Has coordinated cooperating partners and government counterparts at subnational level.
• Has experience in emergency response, such as lean season, flood or cyclone responses.
• Has supervised field teams.
• Has deepened technical knowledge through exposure to technical teams (e.g., VAM/RAM, nutrition, resilience).

Qualifications

Advanced university degree in International Development, Agriculture, Rural Development, Economics, Nutrition, Social Sciences or another field relevant to international development assistance, or First University degree with additional years of related work experience and/or trainings/courses.
