Overview
The consultant will develop a national Civil Registration and Vital Statistics (CRVS) strategy and an implementation roadmap for Sri Lanka, engaging all relevant stakeholders.
Key Responsibilities
- Conduct an assessment and review of the existing CRVS system, including legal, institutional, and operational frameworks.
- Review previous CRVS assessments, studies, and initiatives.
- Map and engage key stakeholders involved in CRVS.
- Consolidate potential redesign ideas to improve coordination between health sector and civil registration authorities.
- Assess mortality and cause-of-death data systems, including medical certification and coding practices.
- Review data workflows and identify gaps affecting the quality, completeness, timeliness, and use of mortality data.
- Identify capacity building needs for mortality and cause of death reporting standards and data quality assessments.
- Review digital CRVS systems, focusing on interoperability, functional requirements, and non-functional requirements.
- Review linkages between CRVS systems and health information systems.
- Identify opportunities to strengthen interoperability and data integration.
- Conduct stakeholder consultations to identify priority areas and validate findings.
- Support prioritization of interventions.
- Develop the national CRVS strategy (2027-2031), including vision, mission, strategic approach, targets, challenges, actions, resources, and monitoring framework.
- Develop an implementation roadmap with timelines, responsibilities, and KPIs.
- Present the draft strategy and roadmap for validation and finalize the documents.
Required Experience
- Minimum 10 years of professional experience in public health, health information systems, civil registration and vital statistics (CRVS), or related areas.
- Demonstrated experience in CRVS system strengthening, mortality statistics, or cause-of-death data systems.
- Experience contributing to the development of national strategies, policies, or action plans, particularly in health information systems or CRVS.
- Experience working with government institutions, national statistical offices, ministries of health, or international organizations.
- Experience working in low- and middle-income country settings, preferably in the WHO South-East Asia Region (desirable).
Qualifications
- Advanced university degree (Master’s level or higher) in Public Health, Epidemiology, Demography, Health Information Systems, Statistics, Population Studies, Health Policy, or a related field.
- Additional training or certification in Civil Registration and Vital Statistics (CRVS), health information systems, mortality statistics, or ICD coding (desirable).
