CON 2026 047 | Social Behaviour Change Communication Strategy and Materials Development Consultant

Overview

Consultant to lead the review, refinement, and validation of SBCC Analysis and materials mapping, and translate findings into a Regional SBCC Strategy and pilot-tested communication materials for Safe Motherhood and Adolescent Reproductive Health in BARMM.

Key Responsibilities

• Review, refine, and validate SBCC Analysis Report and mapping of existing SBCC/IEC materials.
• Finalize SBCC Analysis Report, including audience segmentation, prioritized behaviours, barriers, and enablers.
• Develop a draft Regional SBCC Strategy for Safe Motherhood and Adolescent Reproductive Health.
• Co-design and facilitate a two-day Regional Consultation Workshop.
• Produce a Workshop Documentation Report.
• Finalize the Regional SBCC Strategy.
• Develop/refine technical content and draft communication materials for five SBCC/IEC materials.
• Develop pilot-testing tools and conduct four provincial feedback sessions.
• Analyze pilot-testing findings and develop recommendations.
• Revise and finalize all five SBCC/IEC materials.
• Conduct a one-day orientation for MOH-BARMM, HEPO, IPHO, and IOM staff.
• Submit a Final Consultancy Report and Handover Package.

Required Experience

• Seven (7) years of relevant professional experience.
• Advanced knowledge and proven experience in social and behaviour change, development for communication, health promotion, and maternal, reproductive or adolescent health.
• Application of behavioural frameworks (socio-ecological model, COM-B, Behaviour Centred Design, human-centred design).
• Behavioural or formative analysis (audience segmentation, barrier analysis, qualitative methods).
• Design and co-facilitation of multi-stakeholder consultation workshops.
• Development, packaging, and design of IEC materials for audiences including non-readers.
• Pilot testing or pre-testing of communication materials.
• Experience working in complex health system environments, preferably in the Philippines or similar contexts.
• Strong understanding of migration.
• Familiarity with the issues, policies, structure, and context of the Global and Philippines on public health is a must.

Qualifications

Master’s or Higher degree in Public Health, Social and Behaviour Change, Development Communication, Health Promotion, Sociology, Anthropology, or any related field from an accredited academic institution.
