Affiliate Contractor - Senior Programme Associate (Grants Management) - Addis Ababa

Overview

Support the implementation of IOM Ethiopia’s Grants Mechanism and contribute to the effective management of grants provided to implementing partners across various programmes.

Key Responsibilities

• Support the full grants lifecycle, including partner identification, due diligence, capacity assessment, grant implementation monitoring, compliance review, reporting, Return and Reintegration activities, partner capacity strengthening, risk monitoring, and documentation management.
• Serve as a focal point for day-to-day coordination with implementing partners and internal units.
• Provide limited financial and budget-monitoring support.
• Coordinate partner due diligence, capacity assessment and enhancement, risk classification, corrective action planning and maintenance of complete partner records and audit trails.
• Monitor grants related partner implementation, milestones, compliance obligations and emerging risks, and follow up on delays, gaps, non-compliance or agreed corrective actions.
• Support partner selection and grant review processes.
• Maintain grant databases, trackers, reporting calendars, document registers and structured filing systems.
• Compile and analyse partner and programme information, and prepare reports, dashboards, briefing notes, minutes, correspondence and statistical tables.
• Track partner deliverables, narrative reports, supporting documentation and grant closure requirements.
• Provide first-line support to grant financial monitoring.
• Organize partner orientation, training and coaching on grant administration, reporting, documentation, compliance and risk management.
• Support the planning, coordination and delivery of staff training on the Grants Mechanism, partner management procedures, compliance requirements, documentation standards and related tools.
• Coordinate with relevant IOM units, partners and coordination forums.
• Contribute to proposals, concept notes, partnership initiatives, programme guidance and other related duties.
• Perform any other duties as may be assigned.

Required Experience

• School diploma with six years of relevant experience; or, Bachelor’s degree with four years of relevant professional experience.
• Experience in grants management, partner implementation, return and reintegration, community-based programming, or humanitarian/development programming.
• Experience supporting project management processes.
• Experience supporting partner due diligence, capacity assessment, risk monitoring, compliance follow-up and corrective action processes.
• Experience monitoring programme and budget implementation, reviewing supporting documentation, conducting field monitoring and documenting findings.
• Experience coordinating with government authorities, NGOs, community-based organizations, United Nations agencies and other institutional partners in multicultural settings.
• Experience working with migrants, refugees, internally displaced persons, victims of trafficking or other vulnerable groups, preferably within an international organization, UN agency, NGO, donor-funded programme or government institution.

Qualifications

School diploma or Bachelor’s degree in Political or Social Sciences, International Relations, Engineering, Architecture, Development Studies, Migration Studies, Human Rights, Law, Project Management or related fields from an accredited academic institution.
