Project Manager – SDG Finance [Open to Tier 1 & 2 applicants]

Overview

The Project Manager - SDG Finance will support the effective administrative, operational and financial management of projects related to public finance management, taxation and development finance, and contribute substantive and analytical support to UNDP Moldova’s work in these areas.

Key Responsibilities

• Coordinate the operational and financial planning of assigned projects’ activities, including annual work plans, procurement, recruitment, budgeting and implementation schedules.
• Manage the day-to-day implementation of projects’ activities, ensuring timely delivery of outputs, efficient use of resources and compliance with UNDP rules, procedures and agreed work plans.
• Coordinate the work of the Project Associate, consultants, service providers and technical experts engaged under the assigned projects.
• Monitor projects’ risks and implementation challenges and propose appropriate corrective or adaptive measures.
• Ensure effective coordination between project activities related to spending reviews, taxation, domestic resource mobilization and broader public finance reform.
• Guide and support the technical coordination of Public Finance for Development project activities related to public finance management, expenditure efficiency, taxation and development finance.
• Support implementation of the Tax for SDGs initiative and Tax Inspectors Without Borders activities.
• Review analytical studies, technical reports, methodologies, policy notes and other project deliverables.
• Undertake background research and analytical work and contribute to policy briefs, analytical summaries, presentations, briefing materials and talking points.
• Coordinate with relevant UNDP regional and global initiatives to facilitate access to technical expertise, methodological guidance and international experience.
• Maintain effective working-level coordination with the Ministry of Finance, State Tax Service, relevant line ministries and other national institutions involved in project implementation.
• Support the substantive preparation and organization of policy consultations, technical meetings, workshops, missions and other project-related engagements.
• Maintain regular coordination with the UNDP Istanbul Regional Hub and contribute to engagement with development partners, international financial institutions and other stakeholders active in public finance reform.
• Support the Policy Specialist and Effective Governance and CCEE Cluster Lead in identifying emerging priorities, partnerships and potential areas for further UNDP engagement.
• Monitor implementation of the assigned projects against approved work plans, results frameworks, indicators and agreed milestones.
• Coordinate the preparation of project progress updates, narrative reports and other required reporting for UNDP, national counterparts, donors and relevant regional or global programmes.
• Monitor the assigned projects’ financial delivery, commitments and expenditure.
• Support progress reviews, risk assessments, project assurance processes and timely operational and financial closure of activities.
• Document lessons, good practices and implementation experiences and support their dissemination.
• Support national counterparts in strengthening institutional and analytical capacities through technical workshops, peer learning, practical guidance and experience exchange.
• Facilitate knowledge transfer from Slovak, regional and international public finance experience to national counterparts.
• Contribute to knowledge, communication and visibility products and to broader Country Office analytical and programme work on public finance management, taxation and development finance.
• Perform other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Experience

• Minimum 2 years (with a master’s degree) or 4 years (with a bachelor’s degree) of progressively responsible relevant experience at the national or international level in one or more of the following areas: project or programme management, public policy, economic or governance-related work, public finance, fiscal or tax policy; development finance or sustainable development applied support to development programmes or institutional reform initiatives.
• Experience in coordinating activities involving multiple stakeholders, consultants, experts and/or partner institutions.
• Experience in analytical, policy, institutional or development-related work.
• Proficiency in standard office software and web-based management systems.
• Desired skills: Experience working with or supporting government institutions, public authorities or government-led reform programmes.
• Experience in public finance management, taxation, economic policy, development finance or related areas.
• Experience coordinating technical assistance, consultants, analytical assignments or multidisciplinary expert inputs.
• Experience in policy dialogue or capacity development.
• Previous experience with UN agencies, international financial institutions, international organizations or development partners.

Qualifications

• Advanced university degree (master’s degree or equivalent) in Economics, Finance, Public Administration, Public Policy, Business Administration, Development Studies, Political Science, Social Sciences, Environment or Natural Resource Management, or another relevant field is required; or, A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two (2) years of qualifying experience will be given due consideration in lieu of the advanced university degree.
• Additional training and/or certification in project management, public administration, economics, finance, monitoring and evaluation, or related fields will be considered an advantage.
