Overview

The Monitoring & Evaluation Team Leader will manage and supervise the M&E team, oversee M&E activities, and support the development and implementation of M&E policies and systems to strengthen programme effectiveness and accountability.


Key Responsibilities
  • Managers, coaches, and supervises the Monitoring and Evaluation (M&E) team, overseeing day-to-day operations.
  • Provides strategic guidance and coordination for M&E activities.
  • Supports the development and implementation of monitoring and evaluation (M&E) policies, systems, and procedures.
  • Reviews, updates, and analyzes processes and performance data.
  • Ensures that lessons learned and evidence generated through M&E activities are effectively documented, disseminated, and integrated into programme design.
  • Provides substantive input to the preparation of quarterly, semi-annual, and annual reports related to the Results-Based Management (RBM) system.
  • Assists in the development of project and programme-specific targets, indicators, data collection plans, and monitoring frameworks.
  • Trains programme teams on the effective use of data collection tools, methodologies, and monitoring techniques.
  • Evaluates and assesses the relevance, appropriateness, effectiveness, and efficiency of UNRWA programme services.
  • Conducts analyses and reviews to identify strengths, gaps, and areas for improvement.
  • Coordinates with Project and Emergency Team Leaders to strengthen the monitoring and evaluation of projects and Emergency Appeal (EA) interventions.
  • Conducts periodic assessments of projects and emergency activities.
  • Facilitates and supports internal and external project evaluations.
  • Acts as a primary focal point for liaising M&E processes with external stakeholders and service providers.
  • Contributes to the design and development of projects and Emergency Appeal (EA) interventions by ensuring the integration of monitoring and evaluation (M&E) requirements.
  • Supports the development and implementation of M&E frameworks.
  • Assists in the preparation and review of project workplans and reporting mechanisms.
  • Establishes and maintains strong working relationships with programme and departmental stakeholders.
  • Engages regularly with relevant teams to discuss priorities, monitor progress, and ensure that agreed deliverables are achieved.
  • Promotes accountability, resolves implementation challenges, and fosters a results-oriented approach.
  • Performs other duties as may be assigned by the supervisor.
Required Experience

At least six years of progressively professional experience in monitoring & evaluation, programme management, data analysis, and results-based management. This experience should include performance measurement, data analysis, programme and project reporting, and the assessment of results and impact across multi-sectoral or multidisciplinary programmes or projects. Of these six years, at least two years should be in a senior supervisory or managerial capacity, preferably within a large international, governmental, or non-governmental organization engaged in the delivery of social services, humanitarian assistance, or development programmes targeting socio economically disadvantaged and vulnerable populations is required.

Qualifications

A university degree from an accredited educational institution in humanities, social sciences, business administration, public administration, management or a related field.

Contract Duration
Fixed Term Appointment for 1 year; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need.

Remuneration
Grade16 Monthly basic salary USD 1,705,00, payable in JD at UN monthly exchange rate, plus 25% of the basic salary as a special occupational allowance (SOA). The Jerusalem Allowance will be paid subject to eligibility criteria. Monthly Provident Fund contribution (15.4% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable). 2 days of sick leave for each completed month of service. 14 weeks of Maternity Leave. 2 weeks paternity leave.
