Cold Chain and Energy Systems Engineer (National Consultant) — Technical support to the national vaccine cold chain, based at the Kinkole Hub, 6 months, Kinshasa, DRC, office-based + travel, 595989
Overview
This consultancy aims to strengthen the country office's technical capacity by providing a national engineer for technical support to the vaccine cold chain, with a primary focus on the Kinkole hub and support for other hubs and section initiatives.
Key Responsibilities
- Secure the technical reliability of the Kinkole hub cold chain and the quality of maintenance services.
- Provide specialised maintenance and troubleshooting support to the Lubumbashi and Kisangani hubs.
- Bring engineering expertise on energy systems and solar solutions.
- Provide technical quality assurance to cold chain equipment projects, from specifications and site readiness to installation, commissioning and technical acceptance.
- Strengthen the skills of hub and EPI technicians through joint interventions and on-the-job coaching.
Required Experience
Minimum of five (5) years of hands-on experience in electrical, electromechanical, energy or industrial refrigeration engineering, including operation, troubleshooting and maintenance of cold rooms, industrial refrigeration and/or air-conditioning systems. Proven experience with energy systems: generators, automatic transfer switches, low-voltage electrical installations and solar PV or hybrid systems. Demonstrated experience in supervising maintenance, installation or electrical works contractors, including commissioning and technical acceptance. Experience in training and coaching technicians. Professional experience in the DRC and with a UN agency, NGO or international organization is an asset. Working knowledge of vaccine cold chain equipment (WHO PQS, solar direct-drive refrigerators, temperature monitoring) is a strong asset.
Qualifications
Advanced university degree (Master’s level or equivalent, e.g. Ingénieur civil) in electrical, electromechanical, energy, or refrigeration and air-conditioning engineering. A first-level degree (e.g. Ingénieur technicien) in one of these disciplines with two additional years of relevant experience may be accepted.
