Overview

The consultancy will provide targeted support on a When-Actually-Employed basis to strengthen Emergency Preparedness and Response (EPR) capacities, support Cash-Based Transfers (CBT) including risk management, and contribute to institutional data management (IDM) compliance. It will also support the implementation of a smallholder farmer resilience project and cash transfers in Belize.


Key Responsibilities
  • Review and contribute to the MCO Emergency Preparedness Plan.
  • Provide strategic guidance and technical assistance on IDM processes and assurance measures.
  • Review business process mapping and data flow arrangements.
  • Review and revise data management processes and systems.
  • Help translate WFP policies into MCO practices.
  • Support cooperating partner engagement and management processes.
  • Support processes for contracting of Financial Service Providers.
  • Provide on-the-job training to MCO and SO staff.
  • Support the set up and implementation of a voucher assistance programme in Belize.
  • Ensure operational processes and protocols are in place and adhered to.
Required Experience

5-10 years of progressively responsible professional experience related to humanitarian and development programmes, policies, strategies or plans and institutional structures, preferably in relation to food security and nutrition objectives, risks, shocks and related emergency responses in humanitarian and/or development contexts. At least three years of professional level work experience specifically in the areas of humanitarian affairs and relevant areas along the policy and programme cycle (e.g., cash-based transfers (CBT), identity management (IDM), assurance, Emergency Preparedness & Response, Supply Chain, etc.). Experience in developing and maintaining partnerships with a variety of stakeholders: governments and/or humanitarian & development stakeholders, preferably related to social protection, food security & nutrition, risks, shocks, and related emergency responses or other types of programmes.

Qualifications

University degree (Master or higher recognized by in International Affairs, Political Science, Economics, Public Policy or any other relevant field, or First University degree with additional years of related work experience.
