Overview

The MEAL Coordinator is responsible for providing strategic leadership and oversight to achieve effective monitoring, evaluation, impact assessment, review, reporting, and accountability towards beneficiaries. The role involves designing, overseeing, and ensuring the implementation of the National Office MEAL strategy and systems, and leading organizational learning and evidence generation.


Key Responsibilities
  • Lead the development and institutionalization of MEAL systems.
  • Drive the compilation, analysis, and strategic use of program outcomes, data, and learning.
  • Provide technical oversight and quality assurance of studies, evaluations, and research.
  • Ensure robust accountability mechanisms are in place.
  • Participate in programme development and planning activities, including budget planning for MEAL.
  • Lead the development of SMART outcomes and indicators during project design and proposal development.
  • Facilitate engagement in setting targets for indicators.
  • Lead the MEAL roll out plan for each award.
  • Provide leadership on strengthening data systems.
  • Ensure indicator data quality and consistency.
  • Establish plans for data collection and reporting.
  • Produce MEAL summaries for reporting.
  • Ensure projects meet MEAL essential standards.
  • Consolidate data and report on Key Performance Indicators.
  • Identify MEAL objectives for Emergency Preparedness and Response Plans.
  • Ensure timely development of MEAL reports.
  • Track MEAL reporting deadlines.
  • Prepare consolidated annual program reports and organize learning events.
  • Provide support for rapid assessments in humanitarian response situations.
  • Lead collection of Total Reach data.
  • Represent Save the Children in external fora on MEAL.
  • Use the PRIME system for monitoring, evaluation, and reporting.
  • Ensure the development and monitor Programme Quality Benchmarks.
  • Perform field monitoring visits.
  • Support the development and comprehension of data collection tools.
  • Perform regular field visits to ensure data quality.
  • Support the preparation of country-level analytic reports.
  • Serve as Accountability Focal Point.
  • Lead collection and analysis of accountability data.
  • Ensure safe and meaningful children’s participation.
  • Support the maintenance of Complaint and Feedback Mechanisms.
  • Ensure MEAL systems capture inclusion of marginalized groups.
  • Lead the design and coordinate evaluations and research activities.
  • Ensure adherence to data protection standards.
  • Lead the development of baseline, midline, and endline Terms of Reference.
  • Supervise the development of data collection tools for evaluation.
  • Perform quantitative analyses using appropriate software.
  • Work with program teams to utilise data for quality improvement.
  • Set up Learning tools for periodic tracking and reporting.
  • Document good practices, lessons learned, and feedback.
  • Organize learning events and workshops.
  • Facilitate structured learning sessions.
  • Identify capacity gaps and build capacity of program staff and partners.
  • Provide technical assistance and support to partners on MEAL issues.
  • Develop and implement a strategy for knowledge generation and evidence building.
  • Ensure research and evidence building activities are comprehensive.
  • Communicate research findings to Save the Children International and partners.
  • Ensure establishment of systems for accessing a centralized information system.
  • Ensure children’s involvement in monitoring and evaluation is pragmatic and meaningful.
  • Translate monitoring and evaluation findings into accessible messages.
  • Ensure the office MEAL system is in line with latest SCI requirements.
  • Lead the testing and piloting of new program interventions and innovations.
  • Support building the global evidence base.
  • Promote and support the use of digital data collection and visualization tools.
  • Comply with Save the Children policies and practice.
Required Experience
  • A minimum of 5-7 years experience in designing, implementing, and overseeing MEAL systems in international development or humanitarian contexts.
  • Strong experience in leading research and evaluations, including design, implementation, analysis, and dissemination.
  • Demonstrated experience in applying gender-sensitive and inclusive approaches to MEAL.
  • Knowledge of donor arena in the development sector and experience of developing proposals (logframes).
  • Experience with digital data collection, management, and visualization tools such as KoboToolbox, Power BI or similar platforms.
  • Demonstrated experience in evidence-based advocacy and influencing through MEAL.
  • Proven ability to mentor, coach, and build capacity of national staff and partners.
  • Ability and willingness to travel to all parts of the country.
Qualifications

• Master's Degree in Social Sciences, Statistics, International development or related field
