Overview

The Finance and Budget Officer will be responsible for treasurer functions for the Multilateral Fund for the Implementation of the Montreal Protocol, including reporting on fund balances, managing contributions, and preparing financial reports. The role also involves budget preparation, administration, and reporting for UNEP's Programme of Work and MEAs, as well as managing trust funds.


Key Responsibilities
  • Prepare and report on the status of contributions and available fund balances of the MLF to the Executive Committee.
  • Collaborate with the Multilateral Fund Secretariat to meet with Parties and follow up on outstanding contributions in arrears.
  • Implement, monitor, and report on the Treasurer’s budget allocation for the Multilateral Fund Secretariat.
  • Prepare and present the annual audited report of the MLF to the Executive Committee.
  • Maintain regular communication with UNON, Budget and Financial Management Services, Division of Administrative Services.
  • Provide replenishment documents and information related to the UNEP Treasurer function of the Multilateral Fund to the meetings of the Montreal Protocol on Substances that Deplete the Ozone Layer.
  • Monitor the fixed exchange rate mechanism and, when requested, provide information on the rate of return on the investment of the Multilateral Fund trust funds held by UNEP and implementing agencies.
  • Advise the Executive Committee and provide backup support to MLF finance staff, including training on budgetary and financial aspects of the MLF.
  • Stay up to date on documents, reports, and guidelines relevant to the MLF, ensuring compliance with MLF financial requirements and United Nations policies and procedures.
  • Respond to audit queries from the Board of Auditors and the Office of Internal Oversight Services (OIOS) related to the MLF.
  • Work closely with UNON, implementing agencies (IAs), bilateral agencies, and the MLF Secretariat to prepare financial reports and disburse funds following Executive Committee approval.
  • Update and maintain the online contributions module as part of the knowledge management system of the MLF.
  • Provide support on budget preparations including reviewing and analyzing data with respect to the finalization of cost estimates and budget proposals for various funding sources under the UNEP Programme of Work as well as the MEAs.
  • Monitor expenditures to ensure that they remain within authorized levels, Monitor and control budgetary allocations, identify deviations from plans and propose corrective measures as necessary; Administer and monitor extra-budgetary resources including review of agreements ensuring compliance with established policies and procedures; Provide monitoring reports and data for all sources of funding on a regular basis to UNEP Management, UNEP governing bodies, the Multilateral Fund and its governing bodies, and other donors as required; Liaise with the OIOS and the external auditors with regard to audit findings, recommendations and follow-up action; Perform treasury functions in particular with respect to the Multilateral Fund related to receipt of donor assessed and voluntary contributions, other voluntary contributions, and presentation of reports to donors.
  • Represent UNEP as the Treasurer of the Multilateral Fund at its Executive Committee meetings, as well as the governing bodies meetings of UNEP and the MEAs.
  • Review and advise on proposals for establishing trust funds; Liaise with the relevant offices in the Corporate Services Division to analyze draft funding agreements; Ensure trust funds are established and managed in accordance with the terms of reference of the individual trust funds, UN and UNEP financial regulations and rules and the relevant policies, practices and guidelines; Monitor the inflow and outflow of resources of the individual trust funds advising on any necessary actions required to ensure the liquidity of trust funds at all times; Monitor the utilization of trust fund resources; Ensure timely reporting to donors as well as timely closure of trust funds.
  • Guide, train and supervise staff; Manage staff, plan and discuss with staff individual work programs and evaluate performance; Provide guidance and leadership to staff.
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Perform other related duties as required.
Required Experience
  • A minimum of seven (7) years of progressively responsible experience in finance, administration, budget, business administration or related area is required.
  • At least three (3) years of experience in finance and budget within the United Nations or similar international organization at the professional level is required.
  • Experience with financial systems and financial modules of Enterprise Resource Planning (ERP) such as System Analysis Program Development (SAP) is required.
  • Experience in review of financial statements is required.
  • At least three (3) years' experience of grant management, fund management and donor reporting is required.
  • Extensive experience in preparing, advising, and/or interpreting financial information in an International Public Sector Accounting Standards (IPSAS)-compliant or similar accounting environment is desirable.
  • Experience in drafting complex and comprehensive financial and budgetary or ad hoc reports is desirable.
  • Two (2) years or more of experience in data analytics or related area is desirable.
Qualifications
  • Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field is required.
  • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
  • Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA), Certified Investment Management Analyst (CIMA) or equivalent is required.
