Overview

The Finance Officer/Pooled Fund will be responsible for verifying financial documentation, reviewing grant agreements, and overseeing audit processes to ensure compliance with United Nations Financial Regulations and Rules and Country-based Pooled Funds Guidelines.


Key Responsibilities
  • Verify Implementing Partners (IP) financial documentation.
  • Liaise with companies carrying out financial audit of partners and financial spot-checks.
  • Review grant agreements and supporting documents.
  • Review and advise on the clearance of the project budget and grant agreements.
  • Review and advise on budget amendments and no-cost extension requests.
  • Review audit financial reports.
  • Maintain detailed list of disbursements to IPs.
  • Regular follow-up with IPs to obtain financial reports.
  • Review of interim and final financial reports.
  • Initiate the process to ensure disbursements and follow-up on reimbursements.
  • Conduct financial spot-checks.
  • Oversee the audit process.
  • Support IP regarding compliance with UNFRR and CBPF Guidelines.
  • Ensure compliance with other requirements.
  • Maintain cash flows for the Fund.
  • Support Fund analysis for informing future allocations.
  • Prepare financial analysis for reporting requirements.
  • Provide input for CBPF Annual Reports.
  • Ensure timely financial reporting.
  • Support capacity training for Fund recipient organisations and partners.
  • Liaise with relevant OCHA sections in HQ.
  • Perform other related duties, as assigned.
  • Stay up-to-date on documents/reports/guidelines.
Required Experience

A minimum of five (5) years of progressively responsible experience in finance, administration, budget, business administration or related area is required. Experience working with a humanitarian country-based pooled fund is required. Experience in humanitarian financing, e.g., grant management and performing capacity assessment and financial monitoring is required. Humanitarian experience in the field in emergency situations is desirable. Experience in a humanitarian context in the UN Common System or other comparable international organization is desirable.

Qualifications

An advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
