Overview

The National Migration Health Project Officer (Health Systems Strengthening) is responsible for ensuring the quality implementation of IOM’s health programming in Mindanao, particularly the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), and strengthening core functions of health systems in the region.


Key Responsibilities
  • Provide strategic leadership, analysis, and technical inputs on the planning, implementation, and development of HSS projects and activities.
  • Provide direct oversight to HSS projects and activities such as needs and capacity assessment, technical training, mentoring and feedbacking, and policy development.
  • Contribute to the development and implementation of effective strategies, SOPs, and technical tools for HSS activities.
  • Provide technical assistance to government and community counterparts and support the implementation of planned activities.
  • Provide technical guidance, review, and recommend contextualized, localized HSS approaches and policies.
  • Provide technical support on planning and implementing data quality checks.
  • Liaise and lead local coordination with local government and non-government health partners.
  • Contribute to resource mobilization through technical support to concept and project paper development.
  • Review, analyse HSS indicators, statistics and data, and support timely submission of reports.
  • Support the operationalization of the Accountability to Affected Population (AAP) framework and mechanism and integration of Prevention of Sexual Exploitation and Abuse (PSEA) strategies.
  • Undertake duty travels in support of the programme and perform other duties as may be assigned.
Required Experience
  • Experience in programme support, implementation, monitoring and evaluation, and coordination of public health activities.
  • Experience in the public health and/or health sciences sectors; implementation of health systems strengthening, leadership and governance, health information systems, health procurement and financing, and health program insurance system, a distinctive asset.
  • Experience in humanitarian or development operations and/or Government Social or Health Services.
  • Experience in liaising with government counterparts, including those in DOH and/or BARMM Ministries.
Qualifications
  • Advanced university degree or master’s degree in health policy, healthcare management, nursing, public health, medicine, social sciences, or Health Systems Strengthening-related disciplines from an accredited academic institution; or
  • Bachelor’s degree in the above fields with minimum two (2) years of relevant professional experience.
  • Relevant accreditation/certification or formal training in areas related to health information, procurement and supply chain management, health financing and governance, and health insurance system is a distinctive asset.

Languages Required
Fluency in English and Filipino is required (oral and written).
Languages Preferred
Working knowledge of any BARMM language.
Contract Duration
1 year with possibility of extension
