Overview

Provides strategic leadership on resource mobilization and is accountable for shaping and driving the Lebanon Country Office’s funding strategy. This role focuses exclusively on pipeline development, donor engagement, capture planning, and proposal leadership.


Key Responsibilities
  • Lead the CO Funding Strategy, producing annual donor landscape analysis, quarterly pipeline reviews, and market intelligence briefs.
  • Identify priority donors, sectors, and modalities.
  • Advise the Country Director and SMT on emerging donor trends, risks, and opportunities.
  • Lead external donor engagement at country level, developing and maintaining donor engagement plans.
  • Lead capture planning for all priority opportunities.
  • Act as Proposal process Lead for high-value and strategic bids.
  • Coordinate partner selection for bids and lead on partner engagement for consortium building.
  • Strengthen internal NBD systems, tools, templates, and dashboards.
  • Build NBD capacities across relevant departments.
Required Experience
  • Minimum of 7 years of relevant professional experience in New Business Development, resource mobilization, or institutional fundraising, preferably in complex or humanitarian environments.
  • Demonstrated success in leading high-value, competitive proposals.
  • Strong experience in donor engagement, pipeline development, and market analysis.
  • Experience managing cross-functional proposal teams.
  • Experience working with UN, ECHO, USAID, FCDO, SDC, AECID, KOICA, and major foundations (desirable).
  • Familiarity with SCI systems and processes (AMS, PRIME, Quality Framework) (desirable).
  • Experience in the MENA region, especially Lebanon (desirable).
  • Prior experience in Lebanon or the region (highly desirable).
Qualifications

• Professional qualification relating to business, finance, accounting or international development.
