Overview

Serves as a senior humanitarian officer advising on humanitarian direction and policy issues related to accountability and effective delivery of humanitarian assistance. Monitors and reports on humanitarian developments impacting funding considerations.


Key Responsibilities
  • Advises on humanitarian principles of accountability and effective delivery of humanitarian assistance.
  • Monitors, analyzes and reports on humanitarian developments impacting funding.
  • Leads and/or participates in complex projects, including disaster assessment missions.
  • Coordinates international humanitarian/emergency assistance.
  • Assists in the production of appeals for international assistance and ensures proper use of donor contributions.
  • Prepares policy position papers on financing.
  • Assists member states in capacity-building for handling emergency situations.
  • Initiates and coordinates technical cooperation and assistance projects in disaster response.
  • Analyzes and assists in introducing new technologies for disaster warning/management.
  • Organizes and prepares studies on humanitarian, emergency relief and related issues.
  • Assists or leads in the preparation of OCHA reports, studies, and policy guidelines.
  • Partners with other humanitarian agencies to plan and evaluate programmes.
  • Establishes and maintains contacts with government officials, other UN agencies, NGOs, etc.
  • Serves as the primary focal point on specific topics or policy-related issues.
  • Organizes and participates in work groups, meetings, and conferences.
  • May participate in planning and preparation of unit budget and work program.
  • Provides leadership and work direction to assigned work team, and/or mentors and supervises junior officers.
Required Experience

A minimum of seven (7) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required. Humanitarian experience in the field in emergency situations (complex emergency or natural disaster) is required. Experience in inter-agency coordination and processes in the field is required. Experience in humanitarian financing is desirable. Experience in risk management, compliance, mitigation and oversight is desirable. Experience in reporting on response implementation, programmatic results, and accountability measures, is desirable. Relevant experience in a humanitarian context within the UN common system or other comparable international organization is desirable. Experience in the Asia Pacific region is desirable.

Qualifications

Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
