Overview
The Humanitarian Affairs Officer will be responsible for coordinating humanitarian action and responding to emergencies. The role involves policy advice, monitoring humanitarian developments, and preparing situation reports.
Key Responsibilities
- Serves as a senior policy officer and advises on overall policy direction.
- Prepares policy position papers.
- Monitors, analyzes and reports on humanitarian developments and disaster relief programmes.
- Leads and/or participates in complex projects, including disaster assessment missions.
- Coordinates international humanitarian/emergency assistance.
- Prepares situation reports to the international community.
- Assists in the production of appeals for international assistance.
- Assists member states in capacity-building for handling emergency situations.
- Organizes and prepares studies on humanitarian, emergency relief and related issues.
- Assists or leads in the preparation of OCHA reports, studies, and policy guidelines.
- Partners with other humanitarian agencies to plan and evaluate programmes.
- Establishes and maintains contacts with government officials, UN agencies, NGOs, and media.
- Serves as the primary focal point on specific topics or policy-related issues.
- Organizes and participates in work groups, meetings, and conferences.
- Provides leadership and work direction to assigned work team.
- Collects and analyzes data to identify trends or patterns and provide insights.
Required Experience
- A minimum of seven (7) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required.
- Experience in humanitarian inter-agency work and coordination is required.
- Two (2) years of humanitarian experience in the field in emergency situations (complex emergency or natural disaster) is required.
- Experience managing field teams and/or providing support to field teams in humanitarian operations is required.
- Experience in developing and drafting reports on humanitarian action is required.
- Experience in a humanitarian context within the UN common system or other comparable international organizations is desirable.
- Experience in the Middle East region is desirable.
Qualifications
Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
