Overview
The Transport Officer is responsible for managing surface transport services, implementing accident reduction measures, developing standard operating procedures, managing the unit budget, and supervising training activities within the UNVMC.
Key Responsibilities
- Plan, manage and supervise surface motor transport support.
- Develop and implement Vehicle Establishment Program, Vehicle Acquisition Plan, Vehicle Maintenance Plan, and Vehicle Recovery Plan.
- Develop and implement Active Road Accident Prevention and Road Safety Programs.
- Oversee Driving Test Program and ensure staff are issued UN driving permits.
- Develop and implement cost-effective plan for surface transport resupply, including outsourcing.
- Ensure inventory control and supervise annual physical checks of vehicles and equipment.
- Develop and implement standard operating procedures for surface transport operations.
- Supervise preparation of performance reports and responses to audit observations.
- Determine technical specifications for goods and services, review bids, and conduct technical evaluations.
- Coordinate requisition process with purchasing authorities.
- Oversee contracts and evaluate vendor performance.
- Ensure quality control/assurance procedures are implemented.
- Ensure UNVMC vehicles are used in accordance with UN regulations and rules.
- Ensure accuracy and validity of data in management information systems.
- Participate in administrative bodies such as Local Committee on Contracts, Vehicle Establishment Committee, Tenders Committee, Local Property Survey Board, Advisory Committee on Traffic Safety, and Boards of Inquiry.
- Participate in resolving insurance policy problems.
- Participate in the development of the Transport Unit's/Section's Staffing Table.
- Manage allocation and rotation of work assignments.
- Coordinate individual annual Work Plans and produce performance assessments.
- Supervise personnel and evaluate staff performance.
- Ensure compliance with UN policies on workplace safety and environment protection.
- Liaise with UN agencies, NGOs, intergovernmental agencies, and suppliers.
- Monitor distribution of non-expendable transport assets.
- Ensure bi-annual physical inventory of non-expendable transport assets.
- Maintain records for non-expendable transport assets.
- Prepare Business Object Reports.
- Coordinate Mission Vehicle Establishment Committee meetings.
- Implement Vehicle Replacement Policy.
- Ensure vehicle write-off cases are processed.
- Provide inputs for statistical reports on transport fleet utilization and composition.
- Participate in technical evaluations of bids.
- Ensure constant availability of vehicles for temporary assignment.
- Ensure transportation equipment is returned in good working order.
- Ensure Electronic Vehicle Monitoring System (EVMS) statistics are processed.
- Supervise the Transport Warehouse.
- Ensure sufficient stock of spare parts and issue items.
- Conduct regular inventory checks of warehouse stocks.
- Monitor warehouse records, prepare financial and budget summaries, and write reports.
- Determine technical specifications, estimate quantities, and draft requisitions for spare parts, tools, and equipment.
- Plan and monitor implementation of projects within the Transport Warehouse and facilitate training.
- Identify routine transportation requirements.
- Analyze transportation requests and supervise route planning and reconnaissance.
- Establish service timetables and driver rosters.
- Prepare and disseminate information regarding transport services and facilities.
- Ensure maximum utilization and effective use of vehicle and driver resources.
- Ensure all mission personnel are aware of available services and communicate changes.
- Ensure provision of ad-hoc transportation services.
- Provide transportation briefings to incoming personnel.
- Ensure mechanical conditions of vehicles and daily maintenance of shuttle buses.
- Monitor periodic maintenance and repair of vehicles.
- Maintain files and documentation and prepare reports.
- Monitor monthly mileage reports and confirm return of individually assigned vehicles.
- Maintain databases for UN driving permits.
- Ensure driving test assessments are conducted.
- Supervise maintenance and repair of UNVMC vehicles.
- Supervise diagnostic and fault finding, quality control/assurance, road testing, and vehicle recovery.
- Analyze reasons for technical faults and prepare reports.
- Supervise vehicle inspections.
- Supervise product upgrades.
- Develop reports on workshop performance, warranties, and vendor support.
- Ensure EVMS information is accurate and up-to-date.
- Liaise with manufacturer representatives for warranty and technical fault claims.
- Identify requirements for spare parts, hand tools, and workshop equipment.
- Participate in technical evaluations of bids.
- Develop Transport Unit annual budget proposals.
- Develop and implement Transport Unit Training Plan.
- Perform other related duties as required.
Required Experience
- A minimum of 10 years of progressively responsible experience in motor vehicle transport operations management or related area is required.
- The minimum years of relevant experience are reduced to 5 years for candidates who possess a first level university degree.
- Experience in international operations in a post conflict environment is desirable.
Qualifications
- High school diploma or equivalent is required.
- Technical or vocational certificate in mechanical engineering, transportation, logistics or other related fields is desirable.
- A valid driver's license is required.
