Overview
The Syunik Resident Field Coordinator will oversee and coordinate the PHOENIX-RESYP Project activities in the Syunik region, ensuring alignment with Project goals and UNDP, EU, and EIB standards.
Key Responsibilities
- Coordinate day-to-day implementation of the PHOENIX-RESYP Project in Syunik region.
- Provide strategic direction, guidance, and supervision to UNDP Syunik Resident Office support staff.
- Act as the primary focal point for PHOENIX-RESYP in Syunik region.
- Ensure operational oversight of Project activities, including resource management.
- Oversee and coordinate procurement and administrative processes for Syunik Resident Office.
- Coordinate Project logistics in Syunik region.
- Ensure Project activities comply with UNDP policies and programme management procedures.
- Collect, analyze, and consolidate relevant information and reports.
- Establish and maintain strong working relationships with local authorities and stakeholders.
- Develop and maintain stakeholder mapping and analysis at the local level.
- Serve as the key liaison with implementing partners and local stakeholders.
- Facilitate and coordinate stakeholder consultations and engagement activities.
- Support the implementation of the Stakeholder Engagement Plan (SEP) and Social Management Plan (SMP).
- Prepare regular briefings and updates for UNDP, EIB, and Government counterparts.
- Strengthen local partnerships and networks.
- Monitor and report on the progress of Project activities and achievement of established targets.
- Identify, assess, and proactively manage risks and issues related to Project implementation.
- Support the Project Manager in refining and updating the Project results framework.
- Conduct regular field visits to verify implementation progress.
- Collaborate with analysts to prepare corporate, donor, and government reports.
- Work closely with technical specialists to monitor compliance with EIB procedures and standards.
- Provide regular updates to the Project Manager on implementation progress.
- Support operational and financial closure of Project components.
- Identify, document, and synthesize best practices and lessons learned.
- Support the development and implementation of knowledge management approaches.
- Collect and analyze local concerns and community feedback.
- Facilitate and coordinate capacity-building initiatives.
- Promote knowledge sharing and collaboration among stakeholders.
- Support advocacy and visibility efforts of the Project in Syunik region.
Required Experience
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in providing management advisory services, and/or hands-on experience in design, monitoring and evaluation of development projects.
- Experience in managing Projects, including supervising staff.
- Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
- Experience in local governance.
- Experience in project coordination, design and implementation, preferably in infrastructure or public sector programmes.
- Experience in working, liaising and collaborating with civil society organizations, Government institutions, local authorities, partners, communities and international organizations.
- Experience in preparing analytical documents, reports, and briefs.
- Experience in local governance, particularly Syunik region or similar contexts.
- Experience in building and maintaining strategic partnerships.
Qualifications
- Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or related field is required, or
- A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
