Overview
The Procurement Officer is responsible for planning, developing, and managing all procurement and contractual aspects of complex projects for worldwide procurement of diverse services and commodities.
Key Responsibilities
- Plans, develops and manages all procurement and contractual aspects of projects.
- Advises requisitioning units and recipient entities on procurement issues.
- Prepares/oversees preparation and distribution of invitations to tender and manages/conducts bid/proposal evaluations.
- Formulates strategies and designs innovative solutions for complex procurement projects.
- Establishes and maintains work programs and schedules for ongoing and planned contracts.
- Participates in negotiations with senior supplier representatives.
- Conducts market research and analyzes data on commodity situations, production patterns, and availability of goods and services.
- Identifies new technologies, products/services, evaluates and recommends potential supply sources.
- Oversees adherence to contractual agreements, recommends amendments and extensions.
- Prepares procurement-related documents, contracts, communications, guidelines, and instructions.
- Provides guidance to, and may supervise, new/junior staff.
Required Experience
- A minimum of five years of progressively responsible experience in procurement, contract management, contract administration or logistics and supply chain management or related area is required.
- A minimum of two consecutive years of experience within the last five years conducting international tender exercises to award contracts for procurement of complex goods and services in the Commercial Air Services category is required.
- Experience working with Enterprise Resource Planning (ERP) systems such as SAP or similar system and/or working with e-tendering systems such as Ariba or similar system is desirable.
- Experience in public sector procurement processes and procedures in support of a field operation (inclusive of peacekeeping operations, special political missions, agencies, funds and programmes), or other similar international organizations is desirable.
- Experience working with business intelligence systems and data analysis is desirable.
- Experience in preparing and developing data visualization/metrics and data cleansing is desirable.
Qualifications
- Advanced university degree (Master's degree or equivalent degree) in business administration, public administration, commerce, engineering, law or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Professional certification in supply chain such as a Chartered Institute of Purchasing and Supply certification (CIPS Level 4) or equivalent is required.
