Overview
Conduct a comprehensive mapping of early childhood education (ECE) centers in Samoa, with a focus on unregistered centers, to inform policy and planning for improved access, participation, and quality.
Key Responsibilities
- Design the Comprehensive Mapping framework or workplan, including methodology, mapping dimensions, tools, principles, GEDSI integration, and implementation schedule.
- Roll out Comprehensive Mapping through fieldwork planning, data collection, recording, validation, analysis, and synthesis.
- Profile unregistered ECE Centers, including basic information, enrollment data, staff quality and quantity, teaching and learning resources, governance and compliance, and parent and community engagement.
- Report on findings and recommendations, including profiles of unregistered ECE Centers, strengths, opportunities, gaps, risks and challenges, and recommendations for policy advice, resource mobilization, and monitoring and compliance.
Required Experience
- Proven experience in designing and implementing diagnostic assessments or sectoral evaluations.
- Deep understanding of early childhood education systems.
- At least 5 years’ experience in education planning and management.
- Strong skills in quantitative and qualitative research methods (surveys, interviews), data analysis (statistical and thematic) and synthesis into actionable findings.
- Demonstrated knowledge of Samoa education contexts, with sensitivity to cultural protocols, community governance structures, and local values, and the ability to engage respectfully with ECE leaders and communities and parents.
- GEDSI compliant and readiness.
- Willingness and ability to travel across Samoa, work in remote locations, and manage field teams.
- Availability to commence within the project timeline and commit to the full duration of the assignment.
Qualifications
- Advanced qualifications in education planning and management, teacher training and development, programme management, education statistics, early childhood care and education, teacher training and development, or education statistics.
- Post graduate qualifications (Master’s or PhD) preferred.
