Overview
The Planning, Monitoring & Evaluation Specialist will coordinate planning, monitoring, evaluation, and reporting functions for the Country Programme and support child rights monitoring in the country.
Key Responsibilities
- Coordinate planning, monitoring, evaluation and reporting functions for the Country Programme.
- Support child rights monitoring in the country.
- Ensure the UNICEF Country Office has useful, valid and reliable information on the situation of children’s and women’s rights and the performance of UNICEF-supported programmes.
- Ensure the UNICEF Country Office has strategic and workplans in place that address key child rights deprivations and prioritized systems bottlenecks.
- Support UNCT goals for delivering valid and reliable information on the attainment of the SDGs and other goals, and on the performance of UN-supported programmes.
- Assist in the establishment of monitoring and evaluation tools which enhance partnership between the UNCT, government and other key players to collectively track progress on SDGs and other international commitment for children.
- Assist in the development of national capacities for child rights monitoring, and planning, monitoring, evaluation and research.
- Provide oversight for evaluation functions in the office, helping build national capacities for evaluation and conducting strategic evaluations of UNICEF cooperation in Iraq.

Required Experience
- At least 5 years of relevant work experience in Programme Management, Monitoring and Evaluation, Planning, Programme planning, Results based management, Performance monitoring, Evaluation management, Research and analytics, Child rights monitoring, Budget planning, Partnership management, Programme implementation, Emergency programming.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
Qualifications
Master or equivalent (Advanced University Degree) in Social Science, Statistics, economics, demography, development studies, public policy, public administration, data science, international development, gender studies.
