Overview
The Programme Policy Officer Cash Based Transfers will play a pivotal role in the creation and supervision of the entire CBT cycle at the country level, including team coordination, transfer reconciliation, distribution reporting, invoicing, and coordination with various offices and stakeholders.
Key Responsibilities
- Support and coordinate the analysis of the response for WFP Haiti by identifying the best CBT modalities and mechanisms for the design, implementation, and monitoring of food and non-food assistance interventions.
- Support and contribute to the implementation of CBT interventions by identifying, selecting, and contracting financial service providers and other relevant stakeholders.
- Develop and maintain liaison with various units of the Country Office involved in the implementation of CBT activities (PROG, FIN, SC, TEC, LOG, RAM…), sub-offices, cooperating partners, and other partners engaged in food security and cash-based programming.
- Participate in internal and external CBT working groups and frameworks.
- Ensure that WFP's CBT policies and tools are well presented and integrated.
- Supervise the preparation and dissemination of analytical and critical reports from various sources (cooperating partner reports, financial institution reports, distribution monitoring reports, and any other relevant document), including proposals for improving CBT operations.
- Conduct field visits to observe intervention results and beneficiaries and support sub-offices and partners in capacity building.
- Provide technical support to CBT assistants in field offices, ensuring their responsibilities are fulfilled and that procedures and work tools related to cash transfer activities are assimilated.
- Maintain key data up-to-date (distribution planning, distribution reports, reconciliation, etc.) for information sharing with relevant personnel and better decision-making.
- Process reconciliations and coordinate this task within the team of assistants.
- Maintain the "Tracking Tool" (TT) up-to-date and ensure all reconciliations are processed within the required time and quality.
- After reconciliations, follow up with financial support services until final payment of financial service partner invoices.
- Contribute to the monitoring of allocated resources to ensure they are used effectively and in accordance with planning.
- Perform assigned tasks on the SCOPE platform, including intervention setup, creation of distribution and payment lists.
- Accomplish any other tasks assigned.
Required Experience
- At least three (3) years of progressive professional experience in project and/or programme management in the following areas: emergency food assistance and/or resilience and/or sustainable development.
- At least three (3) years of professional experience in planning and implementing cash transfer activities, monitoring and analysis of food and nutrition security, and monitoring and evaluation of humanitarian and development projects.
- Experience in the humanitarian field or with NGOs is an asset.
- Experience with SCOPE, WINGS, and COMET platforms is an asset.
Qualifications
• Advanced university degree (Master's or equivalent) in social sciences or another field related to humanitarian assistance.
