Overview

The Budget Officer serves as a key focal point for budget planning, monitoring, and reporting for Programme and Fundraising to ensure the office achieves its goals for children. This role involves specialized tasks in budget preparation, monitoring, control, HACT management, donor grant management, data analysis, and quality assurance.


Key Responsibilities
  • - Support the monitoring of resource utilization and programme implementation performance against approved work plans, donor agreements, Direct Cash Transfers (DCTs), and cooperation projects.
  • - Compile and analyse budget and expenditure data to identify trends, variances, and potential funding gaps.
  • - Prepare supporting inputs and analysis to inform advice on fund utilization.
  • - Conduct expenditure analysis, track commitments and disbursements, and support compliance with donor conditions.
  • - Support assessments of cost efficiency and value for money.
  • - Support internal and external audit processes by preparing documentation and reports.
  • - Track audit recommendations and support follow-up actions.
  • - Liaise with programme sections, operations, and implementing partners on financial and administrative matters.
  • - Facilitate information exchange related to budget monitoring, reporting timelines, and compliance requirements.
  • - Support PSFR business planning processes, including annual budgets, rolling estimates, and multi-year planning figures.
  • - Assist with the preparation and consolidation of financial reports, including quarterly financial status reports and end-of-year income and expenditure reporting.
  • - Prepare basic ROI, cost, and income analyses for PSFR business lines.
  • - Support the review of new PSFR proposals by compiling financial data and comparative analysis.
  • - Serve as a point of contact for routine information requests from Regional and HQ PSFR oversight units.
  • - Support the preparation of documentation for investment fund requests, mid-year and year-end reviews, and audit and compliance submissions.
Required Experience

At least 1 year of relevant work experience in Banking and Finance, Financial Management, budget planning, financial monitoring, financial forecasting, rolling estimates preparation, variance analysis, budget performance tracking and any other related fields.

Qualifications

Bachelor or equivalent (First Level University Degree) in Accounting, Business Administration, Finance, Economics, Management, Development Studies, Statistics, Social Sciences and any other related fields.

Fluency in English and local language (verbal and writing in official language) is required.
Languages Preferred
Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
