Overview
The Chief of Mission (CoM) is responsible and accountable for the activities of IOM in a country office, overseeing and providing policy, administrative, programme, and financial support.
Key Responsibilities
- Spearhead strategic planning, results orientation, operational excellence, and project development and implementation.
- Stimulate and support project development through resource mobilization.
- Ensure appropriateness and effectiveness of programmes.
- Advise on national policy and migration trends.
- Advocate and support authorities on migration management policies.
- Advocate for and promote risk management plans.
- Take full responsibility for the execution of operational programmes.
- Supervise the implementation and assure high quality performance of migration related projects.
- Participate actively within the UNCT and coordinate the UN Migration Network.
- Play an integral role in policy discussions.
- Pursue opportunities for joint programming.
- Report to the RC on UNSDCF implementation.
- Participate in the HCT and contribute to inter-agency planning.
- Engage with the UN/HCT on PSEA/SH, xenophobia and discrimination.
- Direct operational, human resources, administrative, budgetary and financial activities.
- Report regularly on progress achieved and developments.
- Facilitate knowledge generation and management.
- Coordinate the Country Office's intra-programmatic knowledge products development.
- Facilitate learning through training initiatives.
- Develop partnerships within and beyond the UNCT.
- Identify needs and priorities for cooperation and project development.
- Support the Regional Office and HQ in the preparation and implementation of high-level meetings.
- Represent the Organization at national and international conferences.
- Develop public relations and media activities.
- Ensure safety and security management of IOM personnel, facilities and assets.
- Lead the PSEA/SH Strategy for IOM at the country level.
- Perform other duties that may be assigned.
Required Experience
- Seven years of relevant professional experience with a Master’s degree; or nine years of relevant professional experience with a University degree.
- Experience in general management as well as project and resources management.
- Experience in diplomacy, fundraising and public relations, as well as in liaising with governmental and diplomatic authorities and international institutions.
- Experience in managing a range of migration programming, both in the context of emergency and development programming.
Qualifications
• Master’s degree in Political or Social Science, International Relations, Business Administration, or a related field from an accredited academic institution; or University degree in the above fields.
