Overview
Experienced expert sought to serve as Resident Advisor on Central Bank Operations at the Southeast Europe Technical Assistance Center (SEETAC). The role supports the modernization of central bank operations and governance across the region.
Key Responsibilities
- Delivering TA on governance, accounting and central bank financial reporting, central bank communication and transparency, monetary policy implementation and domestic market operations, FX policy implementation, FX reserve management, and FX market development, and central bank liquidity backstops for financial stability.
- Assessing monetary frameworks and advising on central bank operations.
- Developing recommendations for legislative, regulatory, and operational reforms.
- Preparing documents for internal review and approval and ensuring timely delivery of final outputs.
- Coordinating and delivering CD activities including TA missions, regional workshops and seminars, and peer-to-peer learning.
- Keeping MCM backstoppers informed of key developments.
- Coordinating with other CD providers.
- Liaising with donor representatives.
- Applying the results-based management (RBM) strategic framework.
- Leading annual work planning and budgeting for SEETAC’s CD program on central bank operations, contributing to outreach activities, and reporting on the Center’s activities.
- Ensuring that all advice is consistent with IMF policies.
Required Experience
At least five years of experience working in a central bank, in-depth understanding of international standards and good practices for monetary and foreign exchange market operations and experience of their implementation at the national and/or international level.
Qualifications
A graduate degree in economics, finance, accounting, or a related field.
