Overview

Provide technical expertise for the conceptual design of Fiji's National Food Systems and Climate Data Platform, including assessment of existing data systems and preparation of a conceptual framework.


Key Responsibilities
  • Prepare an inception report outlining the proposed methodology, workplan and approach.
  • Undertake a technical assessment of existing food systems, climate, agriculture, nutrition and related data systems.
  • Review and document existing datasets, reporting systems, governance arrangements and information flows.
  • Analyse data gaps, overlaps, inconsistencies and opportunities to strengthen interoperability and cross-sector data integration.
  • Prepare the conceptual design package for the National Food Systems and Climate Data Platform.
  • Prepare recommendations on data governance, institutional arrangements, data stewardship and data-sharing protocols.
  • Develop a harmonized cross-sector indicator framework.
  • Prepare a draft implementation roadmap.
  • Provide technical inputs to FAO on planning and preparation for stakeholder consultations and technical validation processes.
  • Prepare a draft investment and costing brief.
  • Prepare the final consultancy report.
  • Perform other related technical duties as required by FAO.
Required Experience
  • Minimum three years of relevant experience in data systems, digital platforms, information management, monitoring and evaluation, statistics, data analytics or related fields.
  • Demonstrated experience in conceptual design or architecting data platforms / information systems, including data modelling and technical specification.
  • Experience in establishing data-governance frameworks, stewardship roles and inter-agency data-sharing agreements (incl. privacy/legal aspects).
  • Experience working knowledge of data/metadata and interoperability standards (e.g. SDMX, DDI, APIs, master/reference data).
  • Experience designing results/indicator frameworks and aligning indicators to national and SDG frameworks (definitions, metadata, disaggregation).
  • Experience translating technical design into a phased roadmap with institutional responsibilities and resource/sustainability planning.
  • Experience providing technical inputs to multi-stakeholder consultation and validation processes.
  • Knowledge of agriculture, food systems, climate change, nutrition or sustainable development programmes is desirable.
  • Experience working with government institutions, development partners or United Nations agencies is desirable.
  • Experience working in Fiji or the Pacific region would be an asset.
Qualifications

University degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in Information Systems, Computer Science, Data Science, Statistics, Geographic Information Systems (GIS), Monitoring and Evaluation, Agricultural Economics, Development Planning, Public Policy or another relevant discipline.
