Overview
The Child Protection Team Leader is responsible for providing technical leadership and day-to-day management of Child Protection programmes in Rakhine State, ensuring quality implementation through planning, supervision, monitoring, reporting, coordination, and capacity strengthening.
Key Responsibilities
- Develop, update and monitor weekly and monthly work plans.
- Lead and coordinate the implementation of Child Protection activities.
- Ensure activities are implemented according to approved work plans, technical standards, budgets, and project timelines.
- Monitor implementation progress and address operational challenges.
- Support emergency Child Protection response activities.
- Provide overall supervision and technical guidance to Child Protection staff.
- Supervise Child Protection Officers, Assistants, and incentive workers.
- Conduct regular one-to-one supervision, coaching, mentoring, and performance feedback sessions.
- Ensure effective workload planning, task allocation, and staff performance management.
- Promote staff wellbeing, teamwork, accountability, and a positive working environment.
- Identify staff learning needs and develop individual capacity-building plans.
- Support recruitment, onboarding, induction, and performance appraisal processes.
- Ensure high-quality Child Protection case management services are delivered.
- Monitor case management processes from identification through case closure.
- Ensure all case information is updated accurately and regularly in Primero/CPIMS+.
- Conduct routine case file quality checklist reviews and provide technical feedback.
- Facilitate regular case conferences and technical case discussions.
- Monitor referral pathways and ensure timely referrals to specialized services.
- Ensure confidentiality, informed consent, data protection, and best interest principles are maintained.
- Monitor project achievements against indicators, work plans, and donor targets.
- Compile and submit accurate weekly, monthly, quarterly, and ad hoc reports.
- Prepare project progress updates.
- Verify beneficiary data, attendance records, activity reports, and supporting documentation.
- Collaborate with the MEAL team to ensure data quality and accurate reporting.
- Support assessments, evaluations, donor monitoring visits, and internal audits.
- Ensure Child Safeguarding principles are integrated into all Child Protection interventions.
- Promote compliance with DRC Child Safeguarding Policy and Protection from Sexual Exploitation and Abuse (PSEA) standards.
- Identify and report safeguarding concerns.
- Promote Accountability to Affected Populations (AAP).
- Ensure all interventions are safe, inclusive, child-centred, and culturally appropriate.
- Coordinate regularly with other programme teams.
- Provide technical support and mentoring to secondment staff.
- Strengthen the technical capacity of local implementing partners.
- Participate in Child Protection coordination meetings and other technical working groups.
- Maintain effective collaboration with UN agencies, NGOs, community leaders, stakeholders, and service providers.
- Support implementation of interagency referral pathways and case conferencing mechanisms.
- Prepare procurement plans aligned with implementation schedules.
- Raise procurement requests and develop technical specifications.
- Coordinate with Supply Chain to ensure timely procurement and delivery.
- Monitor the appropriate use of programme assets and supplies.
- Support activity budget monitoring and implementation planning.
- Conduct regular field monitoring visits.
- Observe programme implementation and ensure compliance.
- Monitor quality of service delivery and identify areas for improvement.
- Develop action plans following monitoring visits.
- Document good practices and lessons learned.
- Conduct regular coaching, mentoring, and supportive supervision for Child Protection staff.
- Organize refresher training on Child Protection Case Management, Primero/CPIMS+, Child Protection Minimum Standards, Child Safeguarding, Psychological First Aid, safe referrals, confidentiality, and community-level child protection.
- Promote continuous learning and technical development.
- Ensure compliance with DRC policies, Code of Conduct, Child Safeguarding Policy, PSEA Policy, donor regulations, and programme SOPs.
- Promote adherence to DRC safety and security procedures.
- Identify operational risks and escalate issues.
- Ensure complete and accurate programme documentation is maintained.
- Contribute to project design, proposal development, budgeting, and work planning.
- Support emergency needs assessments and rapid response interventions.
- Represent DRC professionally in meetings and coordination forums.
- Promote innovation, learning, and continuous programme improvement.
- Perform any other duties assigned by the Protection Project Manager.
Required Experience
Minimum 3 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response in organizations. Minimum 3 years of relevant experience working with the humanitarian or development organization. Previous experience in Child Protection programs in both prevention and response activities. Understanding of operational context in Rakhine State.
Qualifications
Relevant University Degree (eg., social work, etc) or equivalent professional qualification.
