The Monitoring, Evaluation, Research and Learning (MERL) Specialist will develop and implement the MERL approach for Phase 2 of the Gov4Res Project, undertake Political Economy Analysis and Country Outcome Mapping, and support MEL strengthening in partner countries.
Minimum 5 years (with master’s degree) or 7 years (with bachelor’s degree) of progressively responsible relevant experience at the national or international level in monitoring, evaluation and learning preferably in a developing country context. Demonstrated experience in developing MEL frameworks and translating complex data into actionable insights. Demonstrated experience in providing capacity building support for MEL processes. Demonstrated work experience in the Pacific region. Experience of integrating Gender Equality, Disability and Social Inclusion in their work. Experience working in cross-cultural setting with a strong understanding of participatory approaches. Experience working within multilateral agencies, UN agencies or Pacific regional organizations.
Advanced university degree (master's degree or equivalent) in Monitoring, Evaluation and Learning, Research, International Development, Social Sciences or related field is required, or A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
