Technical Consultant for IT Strategy Implementation

Overview

The Technical Consultant will lead the implementation of the IT Strategy (2026-2030) for the Office of Investment Management, reporting to the Chief Operating Officer. The role involves translating strategic objectives into a roadmap of initiatives and ensuring successful delivery.

Key Responsibilities

• Refresh and validate the IT Strategy implementation roadmap, translating strategic objectives into a prioritized, sequenced portfolio of initiatives, milestones, dependencies, resourcing assumptions, risks, costs, benefits, and accountable owners.
• Establish a roadmap intake, assessment, and prioritization framework for new projects, enhancements, and technology requests.
• Create an initial enterprise technology landscape and target-state architecture view.
• Establish programme governance: steering arrangements, workstream cadence, RAID log, escalation paths, change control, decision rights, status-reporting standards, and benefits-tracking approach.
• Apply the project-intake framework to all proposed material initiatives and update the roadmap.
• Develop a cross-functional workflow automation framework.
• Define minimum design standards for automated workflows.
• Produce delivery plans for priority IT Strategy initiatives.
• Drive delivery of priority roadmap initiatives through active dependency management, vendor coordination, issue resolution, readiness reviews, and timely escalation of decisions or risks.
• Launch a defined set of high-value workflow improvements or automation pilots.
• Establish architecture and design assurance gates for material initiatives.
• Implement a portfolio performance dashboard.
• Conduct a year-end roadmap and portfolio review.
• Update and re-baseline the roadmap for the following 12–18 months.
• Develop a roadmap for scaling successful workflow automation.
• Strengthen institutional capability through knowledge transfer, playbooks, and handover of programme-management, project-intake, architecture-assurance, workflow-design, reporting, and benefits-management practices.

Required Experience

• Multi-year IT strategy implementation: led, or held primary accountability for implementation of an organization-wide IT/digital strategy or technology transformation roadmap lasting at least three years, from strategic planning through execution, governance, benefits realization, and transition to business-as-usual operations is required.
• Enterprise system architecture integration: demonstrated experience working with enterprise infrastructure, applications, data and security architects to design, implement, and maintain an integrated target architecture across multiple systems and platforms is required.
• Digitalization and automation delivery: delivered technology-enabled process improvements using workflow automation, ITSM tooling, robotic process automation, low-code/no-code platforms, self-service capabilities, or similar solutions, with evidence of efficiency, control, service quality and user experience improvements is required.
• Data-driven performance management: defined and used programme dashboards, KPIs, delivery metrics, service measures, adoption indicators and digital maturity measures to track implementation progress and demonstrate organizational outcomes is required.
• Financial service experience: delivered IT strategy, enterprise architecture, data, infrastructure, information security, digitalization or regulatory technology initiatives in a bank, pension fund, insurance organization, central bank, financial regulator, or similar regulated environment is desirable.
• Enterprise architecture certification: TOGAF, ArchiMate, cloud-architecture certification, or comparable enterprise, solution, data, information security, or infrastructure architecture credentials is desirable.
• Domain migration experience: led or materially contributed to an Active Directory/domain migration, identity and access management modernization, Microsoft Entra ID/Azure AD implementation, single sign-on deployment, endpoint management transformation, or tenant consolidation is desirable.
• Integrated roadmap delivery: developed, maintained, and executed an integrated programme roadmap covering multiple interdependent projects, including sequencing, milestones, critical path, dependencies, risks, resource requirements, decision points, and measurable outcomes is desirable.
• Change adoption and operating model redesign: led organizational change activities linked to IT strategy implementation, including operating model redesign, process standardization, service transition, training, communications, adoption measurement and handover to operational teams is desirable.

Qualifications

Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
