Overview
The Administrative Officer will be responsible for coordinating human resource activities, managing budgets and finances, and overseeing general administrative functions within the Office of the High Commissioner for Human Rights in Kyiv, Ukraine.
Key Responsibilities
- Coordinates actions relative to human resource activities including recruitment, placement, promotion, performance appraisal, job classification reviews, and separation of staff members.
- Defines conditions of service, duties, responsibilities, privileges, and entitlements under the Staff Rules and Regulations.
- Leads the preparation and implementation of the work programme, ensuring financial resources are utilized in accordance with the Programme Budget and allotments.
- Monitors and reviews the work programme and budget, assessing progress and coordinating programme reports.
- Defines requirements and works with systems units to improve budget reporting systems and cost-effective utilization of program resources.
- Develops and implements procedures for accounting and financial management controls consistent with UN policy and practice.
- Supervises and/or provides guidance on financial administration and management information issues and practices.
- Provides guidance and leadership to more junior staff.
- Oversees work related to procurement, billing, income receipt, operational travel, procurement monitoring, and vendor/contractor payments.
- Coordinates actions for premises management.
- Oversees the identification of office technology needs and maintenance of equipment, software, and systems.
- Collects and analyses data to identify trends or patterns and provide insights through graphs, charts, tables, and reports using data visualization methods.
- Acts as Officer-in-Charge for Programme and Operations Unit in the absence of the Unit Head.
- Performs other related work as required.
Required Experience
A minimum of five (5) years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required. Experience on workforce planning and recruitment campaigns is desirable. Experience working on Enterprise Resource Planning (ERP) systems such as Umoja is desirable. People management experience is desirable.
Qualifications
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in Enterprise Resource Planning (ERP) systems, such as Umoja is required. Certification in Public Procurement, such as CIPS, is required. Prince 2 foundation or similar programme management certification is desirable.
