Monitoring, Evaluation, Accountability & Learning Assistant

Overview

The Monitoring, Evaluation, Accountability & Learning Assistant supports the implementation of area-level MEAL plans and ensures compliance with DRC procedures. The role contributes to the development of DRC Ukraine’s strategies.

Key Responsibilities

• Support MEAL Team Leader in implementation of area-level MEAL plan to ensure timely reporting on monitoring activities.
• Conduct everyday monitoring, including field visits and post-distribution monitoring (PDM).
• Assist MEAL Team Leader in verification of indicators across data sources.
• Support in conducting participatory monitoring activities with DRC beneficiaries.
• Collect beneficiary lists for post-distribution monitoring (PDM).
• Conduct phone post-distribution monitoring (PDM) survey with beneficiaries.
• Regularly undertake field monitoring visits to project and partner activities.
• Develop reports about the results of visits and their communication to relevant teams.
• Ensure beneficiaries are treated with respect, confidentiality and informed consent during monitoring activities.
• Keep supervisor informed of any safety incident.
• Ensure high quality of data through accurate data collection, entry, upload, and basic analysis.
• Collect relevant means of verification (MoVs) and ensure they are stored correctly.
• Support with producing periodic monitoring reports.
• Share weekly and monthly reports to the MEAL Team Leader on achievements and challenges related to monitoring.
• Carry out quantitative and qualitative data collection activities at the field level.
• Ensure that complaints and requests for assistance are responded to in a timely manner.
• Ensure program teams are distributing and raising awareness of the CFM system and its operations.
• Provide support in regular learning sessions with relevant project teams and record lessons learned.

Required Experience

• Minimum 1 year of direct experience of monitoring and evaluation.
• Demonstrated skills and understanding in the development, organization, and management of assessment methodologies and techniques, such as focus group discussions, key informant interviews, observations, and other data collection methods.
• Training in quantitative methodologies, including database management.
• Strong analytical skills and an understanding of a range of methods for monitoring, evaluation and assessment to promote evidence-based learning.
• Demonstrated ability and understanding to design, commission, and manage assessment methodologies and techniques such as focus group discussions, key informant interviews, observations.
• Experience of qualitative research techniques.
• Understanding of working for non-governmental organization.
