Overview
The role supports the National Project Coordinator and the Market for Change Team in implementing and monitoring project activities, including field support, training, monitoring, evaluation, data collection, research, and reporting.
Key Responsibilities
- Contribute technically to program strategies and formulation of project proposals.
- Assist in developing activities, identifying options and partners, and supporting logistical arrangements.
- Attend activities and events as required.
- Provide secretariat support to Project Working Committee and Project Management Committee meetings.
- Undertake administrative and financial tasks, including onboarding consultants.
- Provide inputs to annual workplans and budgets.
- Coordinate and monitor program activity implementation against the Annual Work Plan.
- Support monitoring of partner agreements and financial/narrative reporting.
- Assist with project monitoring for internal and donor reporting.
- Support surveying of beneficiaries through face-to-face interviews.
- Contribute to data collection in line with the Monitoring, Evaluation and Learning Framework.
- Assist with calls for proposals, organization of technical review committees, and capacity assessment of partners.
- Review and coordinate the submission of implementing partner financial and narrative reports.
- Identify opportunities for capacity building and coordinate/facilitate technical support and trainings.
- Monitor progress on program activity, results, and indicators.
- Assist in monitoring the implementation of proposals by responsible partners.
- Provide input to quarterly reports, donor reports, and other reports.
- Assist with budget implementation, expenditures, and perform budget revisions.
- Assist and provide input to financial reports.
- Provide technical support to M4C Team on inter-agency coordination activities.
- Provide technical inputs to background documents, briefs, and presentations.
- Coordinate and support the organization of advocacy activities, campaigns, events, trainings, workshops, and knowledge products.
- Provide input to the development of knowledge management products.
- Assist with the development of publications, merchandise, advocacy materials, and media outreach.
Required Experience
At least 1 year (with Master’s Degree) or a minimum of three (3) years (with Bachelor’s Degree) of progressively relevant experience at the national or international level in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required. Experience in the Women Economic Empowerment space is desirable. Experience coordinating and liaising with government agencies and/or donors is desirable. Previous experience working in the UN system is an asset. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, and experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable. Familiarity with Pacific countries and cultures, especially in Vanuatu.
Qualifications
Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
