Overview

The Movement Control Officer will coordinate regional movement control activities, provide technical advice on transportation, and manage passenger and cargo movements within a field mission.

Key Responsibilities

• Coordinates regional movement control office activities.
• Participates in coordinating movement control services for passengers and cargo.
• Provides technical advice on transportation activities.
• Prepares operational plans, performance reports, and responses to audits.
• Provides inputs to standard operating procedures for movement control.
• Monitors quality control procedures.
• Monitors accuracy of data in management information systems.
• Monitors reference documents.
• Develops cost-effective transport plans.
• Evaluates transport contracts.
• Conducts inventories and physical checks.
• Provides inputs for budget proposals.
• Participates in requisition processes.
• Determines technical specifications for movement control services.
• Provides inputs to vendor evaluations.
• Ensures compliance with UN financial regulations.
• Participates in administrative missions.
• Resolves insurance policy problems.
• Manages allocation and rotation of work assignments.
• Coordinates annual work plans and evaluates performance.
• Develops training courses and workshops.
• Monitors receipt and registration of customer requests.
• Plans and schedules movement of passengers and cargo.
• Determines efficient and cost-effective modes of transportation.
• Coordinates transportation activities with relevant units and providers.
• Liaises with other organizations on immigration and customs matters.
• Analyzes projected passenger and cargo flows.
• Monitors statistical data on movement of passengers and cargo.
• Supervises Cargo Warehouse activities.
• Monitors excess personal luggage and cargo receipt and registration.
• Monitors preparation of luggage and cargo for transportation.
• Ensures luggage and cargo are labelled correctly.
• Ensures timely coordination of transportation arrangements.
• Supervises movement control assistants, passenger clerks, and cargo handlers.
• Supervises passenger and cargo handling services.
• Monitors compilation of passenger and cargo manifests.
• Monitors loading of aircrafts, vehicles, and vessels.
• Ensures passengers are briefed on schedules, routes, timing, and safety requirements.
• Monitors check-in and check-out activities.
• Participates in search and rescue and CasEvac operations.
• Coordinates inbound activities for freight.
• Contacts vendors to confirm delivery status and review shipment documents.
• Collects, checks, and updates information and documents in the enterprise resource planning system.
• Tracks and traces deliveries and updates inbound delivery information.
• Searches for and resolves issues that may delay deliveries.
• Confirms delivery dates and quantities received.
• Plans deliveries, raises shopping carts, and drafts statements of work for freight forwarding services.
• Liaises and coordinates customs, transport, and MovCon activities related to inbound shipments.
• Ensures daily activities comply with DOS Environmental and Waste Management policies.

Required Experience

• A minimum of ten (10) years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management or a related field with at least three (3) years of supervisory experience on a position directly related to the coordination of complex transport operations in the international environment is required.
• Experience in the use of International Air Transport Association (IATA) and/or International Maritime Organization (IMO) rules and procedures for the transportation of dangerous goods is required.
• Experience using Microsoft Office Suite including Word, Excel and PowerPoint, is required.
• Experience in quality management is desirable.
• Experience in international operations in a post-conflict environment is desirable.

Qualifications

• High school diploma or equivalent is required.
• A valid driver’s license is required.
• Dangerous Goods certificate (IATA and/or IMO) is required.
• Training in the planning, coordination and control of at least two (2) modes of transport is required.
