Overview

Provide operational, analytical, and technical support to the World Bank health team in Morocco for health sector operations and analytical activities.

Key Responsibilities

• Support preparation and supervision of World Bank-financed health sector operations.
• Contribute to the preparation of aide-memoires, implementation support reports, briefing notes, presentations, and management updates.
• Monitor implementation progress and follow up on agreed actions with government counterparts.
• Support portfolio monitoring, including implementation performance and disbursement tracking.
• Maintain implementation tracking tools and action matrices.
• Support preparation and organization of missions and technical meetings.
• Participate in missions, stakeholder consultations, and technical discussions.
• Prepare mission notes, meeting summaries, aide-memoires, and follow-up reports.
• Track implementation of mission recommendations and agreed actions.
• Provide technical support on health system reforms, including health sector governance, Health financing, Service delivery reform, Human resources for health, Quality of care, Primary health care strengthening, Health information systems, Pharmaceutical policy, Institutional development and implementation support.
• Contribute to analytical work, technical assistance, policy notes, and reform implementation support.
• Liaise with counterparts from the Ministry of Health and Social Protection, Ministry of Economy and Finance, High Authority of Health, health insurance agency, development partners, and other stakeholders involved in the health sector reform agenda.
• Support coordination across implementing agencies and technical partners.

Required Experience

• Minimum 5 to 10 years of relevant professional experience.
• Demonstrated experience in health systems strengthening, health sector reform, health policy, or health sector management.
• Proven experience working with Moroccan government institutions, preferably in the health sector.
• Strong understanding of Morocco's health system and institutional environment.
• Experience supporting implementation of complex reform programs or development projects.
• Previous experience working with the World Bank or other international development partners is desirable but not required.
• Experience with Program-for-Results (PforR), investment operations, or results-based programs is an advantage.

Qualifications

Master's degree or higher in one of the following fields: Public Health, Health Economics, Health Policy, Health Systems Management, Public Administration, or another related discipline.
