Overview

The Finance and Budget Officer manages the Mission’s financial system, including planning, preparation, monitoring, and reporting on budget submissions, fund redeployments, and performance reporting.


Key Responsibilities
  • Prepares annual peacekeeping and special political mission budgets, including supplementary information and responses to legislative bodies.
  • Reviews, analyzes, and finalizes cost estimates and budget proposals for staff and non-staff requirements.
  • Provides input on resource requirements for budget submissions.
  • Reviews, analyzes, and finalizes program budget/financial implications for Security Council statements.
  • Provides support to intergovernmental and expert bodies in budget review and secures General Assembly approval.
  • Monitors allotments, authorizes sub-allotments, and ensures appropriate expenditures.
  • Manages and monitors budget implementation and recommends reallocation of funds.
  • Monitors expenditures to ensure they remain within authorized levels.
  • Administers and monitors resources, reviewing agreements and cost plans for compliance.
  • Prepares budget performance submissions and reviews/finalizes reports, analyzing variances.
  • Acts as Approving Officer to ensure obligations and expenditures align with budgets and regulations.
  • Approves payments to vendors, service providers, implementing partners, and payroll for contractors.
  • Supervises disbursement of payments and monitors house bank account balances.
  • Provides oversight of cashier and petty cash/imprest operations.
  • Coordinates cost recovery operations.
  • Monitors financial transactions and liaises with RSCE and Finance Division on financial period closure.
  • Analyzes complex/unusual accounting transactions and implements corrective actions.
  • Provides advice, financial interpretations, and corrective actions in response to audits and queries.
  • Participates as Member and Alternate Chair of the Local Committee on Contracts, Local Property Survey Board, and Local Claims Review Board.
  • Provides support to Umoja users as Umoja Finance Security Liaison Officer and Local Process Expert.
  • Acts as Officer-in-Charge of the Budget and Finance Section in the Chief's absence.
  • Provides advice and guidance, including training, on budgetary and financial policies and procedures.
  • Participates in inter-departmental meetings on resource requirements, programming, and budgetary issues.
  • Stays updated on documents/reports/guidelines related to budgets and ensures compliance.
  • Drafts reports for management on budgetary issues and correspondence.
  • Undertakes research and analysis of budgetary policies and procedures, making recommendations for changes.
  • Ensures the integrity of financial and management systems and controls.
  • Provides support for representation at meetings.
  • May plan, organize, manage, and supervise the work of the Unit/Section.
  • Collects and analyzes data to identify trends and provide insights using data visualization methods.
Required Experience

At least seven years of progressively responsible experience in finance, budgeting, accounting, auditing or a related area. Experience in budget development and financial management within UN peacekeeping, special political missions or similar missions within a comparable international organization is required. Experience in directly supporting senior leadership during the presentation of budget proposals to legislative bodies is required. Management level experience in supervising and coordinating a team of staff working in budget and/or finance area is required. Experience in using an integrated enterprise resource planning (ERP) module for budgeting—such as the Umoja Business Planning and Consolidation module—as well as financial information management modules like Umoja Analytics, is required. Experience in the management of cash operations in a field mission is required.

Qualifications

Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
